SUMMARY OF MEETING: The LPC reviewed conceptual plans to rebuild the rear
wall and add an entrance there to Clothes Pony at 111 N. College Ave., Windsor
Hotel Building. The LPC viewed a NPS training video on Restoring Historic
Storefronts.
CALL TO ORDER AND ROLL CALL: Commission called to order by Acting
Chairwoman Angie Aguilera, with a quorum present at 5:35 p.m. at 281 N. College Ave.,
Fort Collins, Colorado. Agnes Dix, Alan Ballou Alyson McGee, Earen Russell, Heather
Donahue and Ian Shuff were present. Carol Tunner represented City staff.
GUESTS: Jenny Bramhall, owner, and Jim Cox, Architecture Plus, for 111 N. College
Ave.
AGENDA REVIEW: None.
APPROVAL OF MINUTES: The November 9, 2005 meeting minutes were approved as
submitted.
PUBLIC COMMENT: Acting Chairwoman Aguilera asked if anyone present wished to
address items within the purview of the Commission that were not on the agenda.
There were no comments.
STAFF REPORTS: Carol Tunner introduced new LPC member Alan Ballou. Mr. Ballou
is a retired architect who moved to Fort Collins from New York State recently.
Ms. Tunner also announced that Ian Shuff, Earen Russell, and Alan Ballou will attend
the CPI conference in February.
The Commission will hold elections and make the DDA liaison appointment at the next
meeting.
COMMISSION MEMBER REPORTS: Earen Russell gave an update on the Romero
House. She brought a copy of the fence design and a picture of the fence from the
1930s or 40s.

CURRENT REVIEW:
111 N. College Ave., Windsor Hotel (Children's Mercantile and Clothes Pony) —
Rebuild Rear Wall and Construct New Entrances, Conceptual Review —Jenny
Bramhall, owner, and Jim Cox, architect. Introduced by Carol Tunner.
Earen Russell recused herself from the proceedings and left the room due to her
employment with EDAW, which is involved in the alley beautification project.
During recent renovations to the alley behind 111 N. College Ave., the rear stucco wall
of the building was damaged. The brick beneath the stucco was determined by a
structural engineer to be in very poor shape, and in need of repair or replacement. Ms.
Bramhall would like to replace the rear wall, and add a rear entrance to her store to take
advantage of the new alley promenade.
Ms. Tunner presented her staff report and a slide show of the damaged wall. She told
the LPC that the front of the building is a reconstruction from historic photographs. Ms.
Tunner said that the Old Town Design Guidelines do not apply to this building, but
nevertheless, they recommend new simplified back entrances that reflect the spirit of
the front.
Jim Cox presented a conceptual design of the rear that included a recessed store entry
on the right hand side and a service door on the left. The owners would like a similar
design to the front elevation for store recognition. The store entry most likely will share
a ramp with Austin's, and have a step perpendicular to the ramp into the store.
The LPC felt the applicants should work to design a rear entry that will be attractive and
useful, without a false sense of history. The current wall has three bricked -in second
story windows and a door. Ms. Aguilera agreed there was no need to keep the second
floor door in the new design, and she suggested a very simplified version of the second
floor front windows in the new design. Ian Shuff added that he felt the entire rear design
should be simpler than the front.
Ms. Bramhall and Mr. Cox will attend a later meeting with rear storefront plans, profiles
and elevations. They will also provide potential color schemes, window types, and
materials.
