HomeMy WebLinkAbout2006 - Air Quality Advisory Board - Work PlanAir Quality Advisory Board 2006 Work Plan Emission Reduction Issues • Continue to encourage and evaluate existing programs (e.g. ClimateWise) to reduce greenhouse gas emissions and support the Local Action Plan. • Recommend green building and sustainable design practices that would best improve air quality • Evaluate the effectiveness of the pilot high emitter program and use this information to recommend an appropriate emissions testing program that cost effectively identifies and repairs high emitting vehicles. • Continue to encourage the City to purchase alternative fuels and low -emission vehicles for the City fleet as well as Transfort buses; encourage clean fuels use city-wide • Continue to investigate and evaluate ozone precursor reduction efforts • Evaluate the Track to Win campaign for its effectiveness on idling, driving, and other emission -reducing behavior. Recommend its continuance, alteration, or substitution by other programs to target these behaviors. • Investigate the feasibility of calculating the real cost of the different modes of transportation (e.g., through a subcommittee, by updating the auto subsidy study as part of the 2007 staff workplan) with the goal of disseminating this information to Council and the public. • Begin discussion on a plan to study toxic emissions (e.g. diesel) in Fort Collins and possible abatement strategies. • Continue working to decrease Vehicle Miles Traveled (VMT), by using information from the City's best practices study, Smart Trips evaluation, and other relevant information. • Evaluate the smoking vehicle program (enforcement and hotline) for its effectiveness. • In cooperation with the Transportation Board and other stakeholders, study and evaluate Transfort, including issues of cooperative funding, service paradigms, and methods of negotiation with CSU. Miscellaneous Issues • Work to reduce wood smoke emissions and the number of non -certified wood stoves and fireplaces in the Fort Collins area Continue to investigate and evaluate health impacts of poor air quality and encourage programs that protect public health in Fort Collins. Explore the role of CSU in achieving this. Continue to monitor the chronic wasting disease facility and its effect on public health as it relates to air quality. • Reevaluate the City's West Nile prevention program prior to the 2007 budget finalization. Reconvene the West Nile Task force to review 2005 and 2006 results. • Continue to assist with the Air Quality Marketing Plan and help development of outreach programs • Evaluate the City's radon program using the City's radon study and other pertinent information. • Receive a brief update on methane emissions at the landfill and measures to abate them. • Evaluate enforcement and compliance with the smoking code, energy conservation code, and radon code and recommend action if needed. • Work for funding of the air -quality related goals in the Sustainability Action Plan.
