2005 Annual Report
The following is a summary of the 2005 activities of the Fort Collins Electric Board. The
report focuses on topics from the Board's 2005 Work Plan.

In 2005, the Board continued to focus on implementation activities associated with the
Energy Supply Policy adopted by City Council in 2003.
In summary, the Board participated in the discussion of the following topics:
• Energy Supply Policy Update — highlights included the refrigerator/freezer
recycle program, residential conservation kits, the "Power To Save" program for
public awareness, and the"What to Look for in a New Home" customer awareness
program.
• Climate Protection Update — overview of the effects of global warming and the
need for emission, waste reduction and energy efficiency programs in the City of
Fort Collins community, and the local action plan for the City to reduce
greenhouse emissions.
• DSM and Renewables Communications Update — overview of brochures and
information being distributed to the public regarding the integrated design
assistance programs, rebate programs, and wind power tour and conference.
• Review, Response and Presentation of the City Council Board Ouestionnaire — a
significant item that will be followed up on in 2006 is combining the Water Board
and the Electric Board to form one Utilities Board.
• Overview of 2006-2007 Budget — review of budget and rate increases for 2006.
The Board did express some concerns relating to the aging work force and the
lack of a critical skills pay option for retaining individuals with critical skills such
as utility personnel and in particular electric field services personnel.
• Update on Wind Prop -ram — summary of the Utilities' wind power resources and
review of current costs and number of subscribers, along with a tour of the
Medicine Bow wind farm.
• Net Metering and Parallel Generation Program - summary of current activities in
Fort Collins.
• Residential Lighting Program Update —Update on the special lighting offers and
events held in Fall 2005, and The Great Torchiere Turn -In events.
Additionally the Board held a joint meeting with the Loveland Utilities Commission to
discuss issues of mutual interest. Items discussed included:
• Resource Planning
• The role of renewable energy in meeting future load growth
• Energy efficiency programs
• Mutual partnership in a limited resource.
• Since Loveland is experiencing major growth could adopting something similar to
the Fort Collins Energy Supply Policy prove beneficial to Loveland?
• How do Energy Codes vary between Loveland and Fort Collins?
• Developing a balance between costs, environmental benefits and reliability.
• Fort Collins policies affect Loveland in a back door manner — participation is in
our best interest since we have a commonality in our resources.
• Support for future meetings and dialogue.
