HomeMy WebLinkAbout2005 - Citizen Review Board - Annual Report (2)10 013 ($ 1J L11O To: Citizen Review Board (CRB) From: Jim Broderick, Staff Liaison Date: January 17, 2006 Re: Annual Report -2005 Attached to this memorandum is the Citizen Review Board Annual Report for 2005. As directed by the Boards and Commissions Manual the annual report directly corresponds to the Board's 2005 work plan. Items in bold identify 2005 work plan items. 1) REVIEW CASES: See page three for a comparison of 2005 cases with data from 2003 and 2004. 2) CONTINUE MONITORING VOICEMAIL: Prior to each Board meeting the Chair reports on any voice mail messages to the CRB voice mail box. No messages have been received in the 2005 calendar year. 3) EXPLORE OPTIONS FOR EDUCATING CITIZENS ABOUT THE EXISTENCE AND PURPOSE OF THE CITIZEN REVIEW BOARD: This remains an ongoing effort as opportunities arise. Currently citizens have access to all meeting agenda and minutes via the intemet (fcgov.com). See comments under # 4 as it pertain to outreach efforts via the Fort Collins Human Relations Commission. 4) CONTINUE LIAISONS WITH APPROPRITE BOARDS AND COMMISSIONS, INCLUDING THE HUMAN ELATIONS COMMISSION (HRC): Elain Boni of HRC continues in her liaison role between HRC and the Citizen Review Board. The following activities occurred based on her initiative. In March the Internal Affairs Sergeant coordinated with Elaine Boni of HRC and provided training to six HRC members as part of the Citizen Liaison Program. Police Internal affairs met with the HRC Government Relations Committee in July to hear proposed recommendations regarding the citizen complaint process. Many of these recommendations have or will be implemented to include Spanish translation of the complaint packet, internet complaint form availability and a wider distribution of complaint forms at various public locales (e.g. Aztlan Center) In November HRC volunteers completed a full Spanish translation of the police complaint packet. The English language version of the complaint packet is undergoing additional revision and when completed will also contain the Spanish translation. 5) AS OPPORTUNITIES PRESENT THEMSELVES, IDENTIFY AND ESTABLISH RELATIONSHIPS WITH SPECIFIC GROUPS WITHIN THE COMMUNITY: No activities to report, other than those noted in #4 above. 6) MONITOR TRAINING FOR NEW BOARD MEMBERS: 7) PURSUE TRAINING OPPORTUNITIES FOR ALL BOARD MEMBERS ON A VARIETY OF TOPICS In January Police Services provided orientation training to new member Dennis Baker. Police Services Training Unit provided four blocks of use of force training, including scenario based training, to the Board as part of the general meeting agenda for the months of May, June, July and August. Other training made available to the Board throughout the year included: Citizen Police Academy Boards and Commission Training Opportunities for observation of Police Recruit Academy defensive tactics training Officer Involved Shooting Protocol Observation of Police Officer in-service training Diversity Training CITIZEN REVIEW BOARD CASE REVIEW ANNUAL REPORT-2005 2005 was another busy year for the Citizen Review Board. The Board considered nine cases. This was a decrease of one case from 2004. In reviewing past CRB annual reports, it was found that case -load was not consistently tracked in past years. In an effort to correct this, a decision was made to track cases according to the year in which the case was delivered to the CRB. The table below is designed to correct past reports and accurately assign cases to the year the case was delivered to the Board.
