POLICIES & GUIDELINES The APP Board continues to devote time identifying ways in which policies will be administered in specific projects. SPECIAL PROJECTS The APP Board continues to seek opportunities for art in community gateways and Utility projects that support the goals of the Utility. 1 % PROJECTS (Completed) The APP Program is currently working on art projects with Utility themes. A RFP was created and artist James Haire was selected to work with the Utility team for the Utility Service Center Entryway project. The artwork entitled, "Serving the Community," depicts five life-sized utility workers cast in bronze. Located at the City's Utility Service Center Entrance, the work honors professions found within the City's Utilities Department. The Utility Department presented the Drake Water Reclamation project to the APP Board. Through an open competition, artist Lynne Hull was selected and developed concepts with the project team that was suitable to the site of the adjoining wetland mitigation ponds. The first phase of the project includes artwork that is focused on wildlife habitat restoration. The underlying theme of the project is "we all need clean water" -the "we" including other species beyond human. Some structures point out or interpret water sources, needs and responsibilities, while others offer the sharing of space with species found at or traveling through the site. A phase II of the project includes the construction of a cob construction observation screen to view the wildlife on the pond. This element will be built in 2006. Staff created a request for proposal for a City Hall Water Feature project. A RFP was created and artist Richard Hansen was selected to work with a team of city employees on the specific needs for the Xeriscape Garden site. The team was seeking to expand the educational components of this outdoor classroom. This environmental artwork seeks to bring a rich variety of water experiences to the visitor while quietly evoking a sculptural translation of the region's hydrological continuum. Hansen's use of water invites contact by the visitor while utilizing low flows appropriate to the Xeriscape garden concept. Using local materials, "Watershed Stones" evokes our watershed from the snowcapped peaks, through the city to the prairie beyond. An open competition was held, artist Joe McGrane was selected to work with the team on the Water Cycle Wall Expansion project. This project expands this Utility's educational outdoor classroom site. "Water washes the Earth" is an addition to the existing Water Cycle Wall installation located along Spring Creek near Drake Road. The piece is designed to reinforce, complement, and expand upon the interpretive themes already established at the site. "Water Washes the Earth", references the cleansing aspect of water —specifically as it relates to water quality within the context of the Spring Creek Watershed. The APP program continued with the 2005 Pedestrian Accessibility project, by soliciting drawings demonstrating life in Fort Collins or transportation themes. The open competition solicited drawings from Fort Collins' students ages 3-18. The selected drawings have been sandblasted into granite pavers and placed into city sidewalks. 1 % PROJECTS (Pending) The APP program is working with the Police Department on a new Fort Collins Police Facility: Andy Dufford was awarded the commission for this project through an open RFP process.
