Memorandum to City Council
TO: Mayor Hutchinson and City Council members

SUBJECT: 2005 Air Quality Advisory Board Annual Report
In 2005 the Air Quality Advisory Board held eleven regular meetings.
The Board sent the following recommendations to City Council:
• A memo providing input to the City budget office on air quality priorities for the
2006/2007 budget development (April 2005).
• A recommendation to City Council to not consolidate the Natural Resources Advisory
Board and Air Quality Advisory Board
• A recommendation to City Council that the City should work with the present landlord,
CSU, and the operator, Colorado Division of Wildlife (CDOW), to relocate the facility to
a more appropriate site as soon as possible. In the meantime, the facility should be
upgraded to the appropriate biosafety level protocols as recommended by BLANK
agency".
• A memo to City Council on 2006/2007 City budget priorities. (September 2005)
A memo asking City Council to revaluate the 2006 West Nile Virus season before
implementing the program in 2007, and to reconvene the West Nile Virus Task Force.
The Board spent significant time throughout the year discussing and giving input on the
following issues:
The status of the existing motor vehicle emission testing program and possible future
alternatives
• The 2006/2007 City budget
In addition, the Board also received information and updates and discussed the following
programs and issues:
• City progress on Sustainability (a motion was passed to support progress on the City's
Action Plan for Sustainability and recommend provision of necessary funds to expedite
its implementation)
• Status of ozone levels and actions to reduce ground level ozone
• Air quality survey and plans for air quality outreach and education
• Status of the citywide effort to reduce greenhouse gas emissions and on Climate Wise
• Wood Smoke emissions and plans to reduce them
• Plans to implement a study of the effectiveness of the new radon mitigation requirement
• Location of CDOW's Chronic wasting disease facility on CSU's campus
• Transportation price reform
• The West Nile Virus "Budgeting for Outcomes" offer
• City progress on alternative fuels and hydrogen
• Possible formation of a Public Health Advisory Board
• Possible consolidation of the Air Quality Board and the Natural Resources Board
