COORDINATING COMMISSION FOR SENIOR CITIZENS
August 9, 1978
The regular meeting of the Coordinating Commission for Senior Citizens was held
on Wednesday, August 9, 1978 in the City Council Chambers at 2:30 P.M. The
meeting was called to order at 2:30 P.M. by Chairman Ed Chilcott.

The approval of the July 12, 1978 meeting were tabled until next month. Roll call
was made. Lois Chung was appointed Secretary for the ensuing year.
Darryl Farrington gave an update regarding legal services for the elderly. In order
for a Senior Citizen to receive discounted legal services he/she must be 62 years of
age, if single can receive up to $9000 a year or if a couple can receive up to $12,000.
A report was given regarding the meetings with police at the Senior Center. Gail
Woods, Coordinator, City Volunteer Program, had her program explained. Points
covered were: 1) help with community skills; 2) assistance with Police Lost and
Found;4-3) Receptionist jobs. It was also stated that the Volunteer would not be
taking over anyone's job.
Chet Hommon reported on the tax committee meeting with City Officials on Friday,
July 28th, regarding informing the average tax payer about city budgets and their
contents. The proposed State Constitutional Amendment limits state and local
government spending based upon:
- total appropriation - all funds (excluding Fed. Grants and payments for
debt service)
- population
- per capita/expenditure
- consumer price index.
The effective date is 1-1-80 and the base year is 1979. Chet Hommon gave a thorough
explanation of this plan. The purpose of this committee is to improve the dialogue
between City Management and the tax payer.

Jerold Robertson introduced a "Proposition 13" substitute for Colorado. He began
by stating that 1977 taxes went up. Property taxes should be tied to property and
the ability to pay. Presently the limits are 5% of income and 2 1/2% of assessed
value of property. He is recommending 4% of income and 1 1/2% of market value of
property. His goal is by Jan. 1980 to collect suffieient signatures for a petition
drive and to have this proposal on the ballot. Larimer County is 20% under the
state amount.
New Business: On Sept. 23 and 24 there will be a Senior Days at the Foothills
Fashion Mall with Senior Organizations and displays present. Mary Ann Kennaugh of
Human Resources reported that the County is trying to eliminate duplication of
services with computer sheets - revenue sharing.
Dwight Saunders, AARP, asked what the Fort Collins Coordinating Commission for
Senior Citizens was all about. Darryl Farrington explained the Coordinating
Commission's objectives and goals. The Coordinating Commission realizes there is
a need to report back to other agencies, possibly in the form of a newsletter.
Eleanor Hoag announced a nursing home coalition meeting in the Library Meeting
Room to be held on August 23, 1978.
The September 13, 1978 meeting of the Coordinating Commission for Senior Citizens
will be held in the City Council Chambers at 2:30 P.M.
The meeting was adjourned at 3:40 P.M.
