Not only is financial backing necessary but legislative backing is of utmost importance. Ann Azari reported on the Fort Collins Grant Block Program and time table. Representatives from citizens commissions and other interested groups are asked to give input in the target neighborhoods - around Laurel school, Buckingham area, etc. Every year Fort Collins receives $700,000 to benefit lower income groups; for physical facilities, community centers, and rehabilitating housing. The advisory group will make a proposal and recommendations to City Council and they make the decision. Adequate citizen participation and input is necessary. They are:' 1) dissolution of services at the county level; 2) actual consolidation of services at the county level; 3) two administrative structures instead of three; 4) tie into city and county monies; 5) simplified administrative structure and simplified advisory boards; 61 agency "closer" to people it serves; and 7) more monies going to direct services and less for administration. 2 Ed Chilcott reported on the program to assist elderly to procure firewood from Red Feather and Poudre areas as made available by the Forest Service.
