MINUTES
SENIOR CITIZENS COMMISSION
September 19, 1979
The ad hoc meeting of the Senior Citizens Commission was held on Wednesday,
September 19, 1979, at 3100 P.M., in the Council Information Center. The
meeting was called to order by Wilson Wilmarth, Chairman.
Members Present: Wilson Wilmarth, Chairman
Ed Chilcott
Lois Chung
Darryl Farrington
Chet Hommon
Barbara Kienholz
Louie LaRoche
Elizabeth Peterson
Esther Stratton
Robert J. LaRocque, Alternate
Members Absent: Margo Rosenkranz, Alternate
I. Proposal to increase the City Senior Citizens Property Tax and Utility Rebate.
a) Motion that the income for the purpose of determinjngeligibility should
be based on the Colorado State Adju6ted Gross income was made by
Ed Chilcott and secondedly Elizabeth Peterson.
For: 8
Motion carried.
Against: 1
1) Motion to leave the income levels for the tax rebate as it is at the
present time was made by Chet Hommon and seconded by Louie LaRoche.

Motion carried.
b) To make the handicapped eligible.
Chet Hommon moves that the handicapped be eligible to qualify for tax
rebate with the same financial guidelines as apply to senior citizens
over 65 years. Motion seconded by Louie LaRoche.

Motion carried.
c) To make low incomes of all ages eligible.
Motion that the tax rebate be limited to low income senior citizens
and the handicapped over the age of 65, was made by Ed Chilcott and
seconded by Chet Hommon,

Motion carried.

II. Should the utility refund be increased.
Motion by Di Chilcott that utility refund should not be increased.
Motion seconded by Chet Hommon.

Motion that the city property tax and utility rebate should be applied for
at the same time as the Colorado State Income Tax is filed was made by
Barbara Keinholz and seconded by Ed Chilcott
