SENIOR CITIZENS' BOARD
March 12, 1980
The regular meeting of the Senior Citizens' Board was held on Wednesday,
March 12, 1980 at 2:40 P.M. in ti-e City Council Office. The meeting was called
to order by Chet Hommon, Acting Chairman.

Minutes of the February 13, 1980 meeting were approved as written.
Esther Moore of the Catholic Community Services was introduced by Darryl
Farrington.
She spoke of the needs and problems of the Spanish speaking citizens of Fort
Collins.
GOALS OF THE CATHOLIC COMMUNITY SERVICES
1. To serve the Spanish speaking citizens with their needs and problems.
2. To make agencies aware of their responsibilities to the SSS.
3. To advocate for the rights of SSS.
4. To plan activities.
Service Utilization:
53% Do not know about services for the elderly
25% Know about these services but are relucant to use them.
22% Will seek help but do not understand what the service can do for them.
Language:
60y speak Spanish and English but feel more comfortable with Spanish.
30% speak Spanish with some understanding of English
10% speak Spanish only.

She works with them in all these categories so that they can learn how to
manage for themselves. A copy of her program which is more in detail was
delivered to all those_ present at the meeting. A copy will be sent with the
minutes of this meeting to those that were absent.
Ed Chilcott reported that rebates for 411 were filed totalling $117,000.
Last years total was $147,716.90.
Ed Chilcoti reported that the Larimer-Weld Council on Aging meeting held on
February 14th at Lincoln Community Center was well attended with over 100 present.
A lady representing Governor Lamm for the State Board of Senior Citizens was
present at the meeting. They are attempting to get more people involved with
matters before the state legislature. Mr. Chilcott recommends that someone from
this board attend future meetings. He volunteered his services.
Mr. Chilcott reported on,the Firewood Committee stating that they now have
70 cords available which should be a sufficient supply for this season.
There was no 'Old Business'.
John Mc Graw suggested that the board review the By-laws to see if more can be
done. He presented a memo of the accomplishments of the board for 1979, acopy
of the same is attached hereto so that each member will be informed.
TI�e April 9, 1980 meeting of the Senior Citizens' Board will be held in the City
Council Office at 2130 P.M.
The meeting was adjourned at 4:00 P.M.

1) Initiated sending out notices about tax/utility rebate program with utility bills.
r2) Coordinated the development of the Firewood for the Elderly Program. Guidelines:
65 or older, $10,000 or less inccff e, fuel necessary for heat, and people who can
not get it for themselves. Wood is furnished by Forest Service, cut by Young Adult
Conservation Corps, Community Crisis Center furnishes phone service for those call-
ing for wood.
3) Developed the Senior Citizen Tazf Program. Guidelines: Citizen earns $3.00 an
hour with no tax or social secutity taken out. To qualify hcrneowners must earn less
than $12,000 as a couple or $9,000 as a single. The program begins in January, 1980.
The first 50 applicants will be taken - after that applicants go on waiting list.
Gail Woods, City Volunteer Coordinator, is the contact for -application.
4) In 1974 the Camiission developed the Elderly Property Tax and Utility Bill Refund
Program
In 1979 the Cornnission, in cooperation with the City Tax Camiittee and others,
developed amendments to the program to include the handicapped and to make the
eligibility criteria more consistent with those of the State Property Tax Rebate
Program.
5) At the request of the Commission, City Council changed the name of the Camdssion
fran "The Coordinating Commission for Senior Citizens" to "The Senior Citizens'
Board'.
6) Updated and published the Senior Citizen Service Directory.
7) Developed the Low Cost Legal Services Project: The project is operated at The
Carmunity Crisis Center, in cooperation with Larimer County Bar Association.
Crisis Center maintains a Roster of 20 to 30 attorneys, that will work at 'h
their hourly rate. Eligibility: Age; 65 or older, inccme; $12,000 or less
for a couple, $9,000 or less for singles.
