Anticipating questions of new members of the Board, Barbara Keinholtz
passed out excerpts from the City of Fort Collins manual which outlines the
types of Boards and Commissions in the City and gives their purposes and
duties. The City Senior Advisory Board is one of these.
Three newly appointed members of the Board were absent through no fault of
their own. Although they had received letters telling of their appointment
to the Board, they did not receive the agenda with time and place of
meeting. One new member, Clark Long, learned of the time and place and
attended the meeting. He was welcomed by the Board.
Kelly Ohlson presented Larry Estrada's answers to questions which were
raised when Estrada attended the last meeting of the Board. Norman Wynn
reminded the Board of a question which was not answered. Estrada had
proposed that the Northern Hotel be made a residence for low income Senior
Citizens. Wynn had investigated this possibility and reported that the
structure could not be renovated to provide elevators, fire safety, and
comfortable quarters at any cost.
Kelly Ohlson presented an idea which he thought might motivate and activate
senior citizens to become involved in community activities of concern to
seniors. He suggested that a Task Force could be formed to gather data on
senior issues. From the information gained from the study, it would be
possible to better assess what is now available, and what is needed. It
would then be possible to identify the gaps. The members of the Board
moved to delay action of the formation of such a Task Force and come to the
next meeting with a plan for action.
Barbara Keinholtz was nominated for the position of Chairperson of the
Board. Barbara is reluctant to take on this responsibility because of
other committments and possible conflicts of interest. It was decided to
give Barbara time for further consideration. At the next meeting there
will be an election of Chairperson, Vice Chairperson, and Secretary.

Suzanne Jarboe -Simpson asked that the Board members help to recruit
volunteers to process applications for the City property tax rebates,
utility refunds, rental fees, and possibly food tax refunds.
Suzanne also asked for volunteers to prepare material for the Senior
Service Finder, which resulted in:
July 24 Money Management
July 31 Tax Rebates
August 7 Martinez Park Activities
It was moved and seconded that a Committee be appointed to plan the topics
for the Senior Service Finder for a year in advance. Dwight Saunders
agreed to take this assignment and to choose anyone he wanted to help him.
Ed Chilcott made a presentation which called attention to the extremely
large awards which are being made by the Courts for death and injury. This
has resulted in tremendous increases in insurance rates. He urged that
Governments put a ceiling on the amount of the awards which may be granted.
He felt that protest should begin at the grass root level.
The Board moved to support the idea and study the issue further.

Dear Mayor Rutstein:
The Senior Citizen Advisory Board has expressed an interest in the State
setting a dollar limit on the amount that can be awarded in a lawsuit. The
Board's concern stems from the belief that the large dollar awards resulting
from lawsuits is passed on to the insurance holders through increased insurance
rates.
It is the Board's understanding that Representative Strahle sponsored a bill
(HB1083) which was designed to provide just such a limit. We would appreciate
your conveying to Rep. Strahle the Board's interest in this area.
