Hinkhouse, Harry Sobel, Jack Russell, (Guest) Minutes - The minutes of the February 16th meeting with the Senior Citizen Club representatives were read and approved. Old Business - Dr. Sobel discussed some of the plans for the meeting March 2nd in Greeley. 300 have been invited. He had a list of some individuals from Fort Collins who needed rides and Mrs. Stegner will take some of them and arrange rides for the others. New Business - Dountown Merchant's Association had recently announced plans for a high rise building downtown, on the old Remington School land, and Mr. Jack Russell described this for us. He became interested in getting some low-income housing and got the D.M.A. to sponsor it. He has applied for H.U.D. 236 money for the $1,700,000 project which will have 100 units, some efficiency and some 1 or 2 bedrooms. The lower floors will be for displaced families, the upper for 62 years of age or over. The income limit is $5100 a year. There will be 10 floors with 10 units on a floor. Betty Calmers, formerly of H.U.D., is helping with the paper work and an architect with much experience in this kind of building is doingthe designing. HUD establishes the rent by determining what the going price is in Fort Collins for that kind of apartment but people pay according to need,with 4 of their monthly income the set amount. The difference is made up by the low interest rate charged for the loan. DAM must provide 2 to 10% of total cost for seed money but can use the land as payment of this. Senior Citizen Week - Mabel will contact the clubs for their ideas, as well as names of volunteers to help, es pecially with the Hobby Show. Meeting adjourned at 2:45 P.M.
