HomeMy WebLinkAboutSenior Advisory Board - Minutes - 10/11/1972CO ATING COMMISSION FOR SENIOR 'ENS Monthly Meeting October 11, 1972 The monthly meeting of the Commission was held at 3:30 p.m., October 11, 1972 in the City Council Chambers. Commission members present: Commission members absent: Nancy Stegner, Chairman W. B. Peterson, Vice Chairman Charles N. Shepardson, Secretary Helen Clarke F. N. Jordan Rev. C. H. Hinkhouse W. J. Boggs Ed Martin Jim Deitloff Minutes of the last meeting were approved as distributed. Sales Tax Proposal: In light of additional information presented by the Secretary regarding the Boulder plan for food sales tax refund, the action of the Commission at its last meeting was rescinded and the following recommendation was adopted for transmission to the City Council, "In consideration of any proposal for an increased sales tax to finance future capital improvements, the Coordinating Commission for Senior Citizens strongly recommends that provision be made for a food tax refund on a basis similar to the City of Boulder food tax refund. This plan is based on the State of Colorado plan which provides for a $7 credit or refund for each income tax payer and his dependents as claimed for income tax purposes. The Boulder plan, based on a two cent sales tax compared with the state tax of three cents, pro- vides for a refund of $4.67 plus an additional refund of $4.67 for individuals 65 years of age or over and an additional $4.67 for blind persons. If the tax adopted by the City of Fort Collins is only one cent, the refund,would be $2.33 per individual plus $2.33 for persons over 65 and an additional $2.33 for blind persons. If the City Council should decide against the food tax refund for all persons, the Commission urges most vigorously that it be made to apply to low income persons (persons with income below $4,000 and couples below $4,500) and persons over 6S and/or blind." Senior Citizen Week: After some discussion it was agreed that the.next meeting of the Commission on November 8th should be a joint meeting with representatives of the several senior citizen groups and the City Recreation Department to dis- cuss future plans for Senior Citizens' Week and other matters of mutual interest. Mr. Peterson will contact the various groups. New City Manager: The new City Manager, Mr. Robert L. Brunton, was introduced. Mr. Brunton expressed his desire to cooperate with the Commission. He stated that, after reviewing the Council action in establishing the Commission, it was the Commission's function to stimulate action and activities for the benefit of senior citizens, but not to conduct such activities when other organizations or agencies were prepared to take them over. He also suggested that one urgent need seemed to be an appropriate Senior Citizens' Building either as a separate entity or as a part of a larger complex. Lincoln Junior High School Building: As a result of Mr. Brunton's suggestion and other remarks on the problem, the Commission voted to urge the City Council to exert every effort to secure the Lincoln Junior High School Building for use as a Community Center with an easily accessible portion of the Building designated for use of senior citizen activities. Food Stamps: Mrs. Stegner will investigate the eligibility requirements for and means of securing food stamps with a view to assisting in locating persons eligible to receive them. Annual Election of Officers: This being the date for the annual election of officers, the following persons were nominated and unanimously elected to the positions designated: Walter B. Peterson - Chairman Helen Clarke - Vice Chairman Charles N.
