COORDI14ATING COMMISSION FOR SENIOR CITIZENS
January 12, 1977
The regular meeting of the Coordinating Commission for Senior Citizens was held on
Wednesday, January 12, 1977 in the Parlor of the First United Methodist Church at
1005 Stover at 2:30 P.M. The meeting was called to order at 2:35 P.M. by
Chairman Fran Bigelow.
Members Present: Rev. Fran Bigelow, Chairman
Mr. C.E. Hommon, Vice -Chairman

Mrs. Ginny Dunford
Yrs. Mabel Kenney
Mr. James Conlon
Dr. Hank Gardner
Mr. Ed Martin

Guests: Bob Brunton, City Manager
John McGraw, Human Resources
The minutes of the December 8, 1976 meeting were approved as read. Todays agenda
includes: Minutes; Guests; Review of 'Update of Accomplishments; City Manager
Bob Brunton: Senior Citizen Utilities and Taxes in Andersonville, Buckingham
and Alta Vista; and the Finalization of the Senior Citizen Directory for 1977.
Bob Brunton explained to the Commission that there will be an electrical and water -
increase.. The water increase will be as much as 30-50%. City Manager Bob Brunton
suggested a committee to study the effects on the city in respect to Andersonville,
Alta Vista, and Buckingham. Three points of consideration for the committee are:
1) Are levels of income too low?
2) Pro -rating water, sewer, and electri:ity - a $25 rebate if all three
have been used for a year.
3) If there's an increase there should be a fair increase in each utility.
The Task Force consists of the members of the Senior Citizens Coordinating Commission
and the sub -committee consists of Chet Hommon, Ed Martin, and Mabel Kenney who will
work with John McGraw. The sub -committee will report back to the Senior Citizens
Coordinating Commission who will give their report and recommendations to the City
Council by June.
Ginny Dunford was asked to call the Colorado Commission on Aging when she goes to
Denver this month.

Finalization of the Senior Citizen Directory for 1977 was made after a thorough
review by this Commission.

Seminars with the Public Library on:
a) Death and Dying
b) Legacies
c) Inheritance Tax
d) Loss and Grief Therapy
The February 9, 1977 meeting of the Coordinating Commission for Senior Citizens will
be held in the Parlor of the First United Methodist Church at 1005 Stover at 2:30 P.M.
The meeting was adjourned at 4:00 P.M.

Subject: Rebates to our Senior Citizens

I learned from the City Finance Departr.ent that in 1975 534 people claimed
rebates totalling $13, 859.80. �Iv-r a•2( �r5
In 1976 765 people claimed rebates totalling $ 38, 760 (apiroximetely).
This included utility rebates.

I called on h"r. Ed Lobata, attorney for the POINT and got the following
irf orr. ation:
The POINT handles only legal problems for the indigent.
Present personnel consists of: One attornery, one paralegal, one secretary,
and one volunteer.
They operate on a budget of about $ 26,000. Of this amrurt $20,000 cor.^.es
from Social Services, $4,000 from the City and $2,000 from the County.
They handles 50 to 60 cases a month. They could .se one pore attorney which
would perr,it Yr. Lobata to visit various groups (including us) to get them
acquainted with the services aveilable.-- _
They help people get estates settled,# makee ap lications for services, etc.
The client makes no paynent for these services.
