Members Present: Erik Margolis Fran Ward Blanche Yakmas Marjorie McTaggart Mae Espeland Alyce Eckley Florence Williams Kristin Glenn Ed Johnson Excused: Yvonne Myers Absent: Jeanne Whetstone Guests: Kay Rios JoAnn Ginal Danielle Johnson Staff Liaison: Barbara Schoenberger City Council Liaison: Ann Azari Call to Order: The meeting was called to order at 2:05 p.m. by acting c air Erik Margolis. Introductions followed. There was no Citizen Participation. Correspondence: Barbara read a letter from a new staff member of Lutheran Family Services which explained their services and asked for referrals. Approval of Minutes: Corrections to June: Christina is now a guest; date of DOT mandate is 2012; those working on the Cityline message script are Christina and Yvonne. Minutes approved unanimously as corrected. Guest Speaker: JoAnn Ginal, co-chair of the Commission on the Status of Women did a run-through of an interim form of the economic status update report they will present to City Council. Old Business: A. Transportation: Kay reported the city's Department of Transportation is sponsoring a pedestrian safety program. B. Housing: Kay handed out draft copies of the Task Force "goals." They are working on communication between groups; holding Tenant's Rights meetings in Loveland and Fort Collins; and want senior housing to be termed "neigborhoods. The Coalition is asking that there be an increase in the percentage of senior housing, and a lower income maximum. C. Cityline: Blanche and Marjorie gave suggestins. on how Cityline could be monitored. Christina and Yvonne not present to report on out -going message script. D. Webpage: Discussion on what it should contain. No action. E. Media: Marjorie passed around July issue of Age Wave's "Get Up and Go." Ed announced PV Health Systems now has a radio show Wednesdays 12:30-1:30 p.m. on 60 KIIX. Jill Taylor will be guest July 29th. F. Powers, Director of Cultural, Library, and Recreational Services FROM: Wally Piccone, Park Planning and Development Manager RE: Access to Rolland Moore Park from the Senior Center The access from the Senior Center to Rolland Moore Park has a steep section of path between the two irrigation ditches. The existing four foot walking bridge crossing the north ditch was installed many years ago with the south approach causing a steep climb to the south irrigation ditch. The City was able to install an old trail bridge (8 foot wide) across the south a few years ago. This bridge meets handicap requirements. Our plan was to try and secure funding ($20,000 to $30,000) to replace the four foot wide bridge with an eight foot wide bridge and eliminate the steep grade between the ditches. The two eight foot wide bridges would provide a safer route for users and help maintenance staff move equipment between Rolland Moore Park and the Senior Center. We have not been able to secure the funding for the second bridge. Staff will look at ways to reduce the steep grade on the path between the two ditches in July. Some quick engineering work should be able to tell us if a switch -back with grades close to five percent is doable. The four foot bridge will likely stay in its present location. The bridge is constructed to set on level abutments and slanting it to reduce some of the steepness of the path may not be possible. Work would be completed on the path or bridge adjustment in August if contractors are available and the weather is not a problem. We should be able to concrete the path if the grades can stay around five percent.
