CDBG COMMISSION MINUTES
April 11, 1991
The regular meeting of the Community Development Block Grant
Commission was called to order by Chairperson Tom Dougherty at 6:35
p.m. in the 281 N. College Conference Room.
Members Present: Linda Coxen, Lou Stitzel, Tom Dougherty, Carolyn
Early, Bill Bertschy, Joseph Zimlich, Josie Mata, Bobbie Guye, Tina
Marie Ribera, Mary Clark, Dan McArthur
Members Absent: Tom Byington, Carl McWilliams
Staff Members Present: Ken Waido, Jackie Davis, Carmen Jimenez
REVIEW OF CURRENT PROJECTS
Ms. Davis briefly reviewed the FY 1990 CDBG Projects. Ms. Davis
reported that most of the projects were underway. The Habitat for
Humanity has not been started. They plan to begin construction in
the Spring. The Colorado Housing Assistance Corporation lost the
matching funds from the State's Emergency Shelter funds for
foreclosure prevention. Those funds will be reprogrammed into the
FY 1991 CDBG program. Ms. Davis reported that the One West
Contemporary Art Center had applied for architectural barrier
removal funds for an elevator to the Old Post Office Building.
That project will soon be underway.
DISTRIBUTION OF PROPOSALS
Proposal packets for FY 1991 were distributed. Mr. Waido advised
that the Commission has until May 8 and May 9 to review the
proposals. On Wednesday, May 8 and Thursday, May 9, the Commission
will hold Question and Answer sessions with the applicants in order
to clarify any questions or concerns they may have about the
proposals. These meetings will be held in the CIC Room of City
Hall West, 300 LaPorte Avenue, at 6:15 p.m. Mr. Waido advised the
Commission to contact the CDBG staff if they have questions on a
particular proposal.
CDBG PROGRAM POLICIES AND PRIORITIES
Mr. Waido explained that the CDBG Program's priorities are
primarily to provide housing assistance to low and moderate income
families. However, other areas are also considered for funding,
such as acquisition, public facilities, public services, planning
and administration, and historic preservation.
REVIEW PROCESS
Mr. Waido explained that the Commission will hold a question and
answer session with the applicants on May 8 and 9. On May 15 and
16, the Commission will meet to develop a list of project
priorities. The list is sent to the City Council, who will hold a
public hearing on June 4. The City Council will then adopt the FY
1991 CDBG Program by a Resolution.
Mr. Waido announced that the lunch and tour on April 4 in
celebration of National Community Development Week had been a
success.
