HomeMy WebLinkAboutCommunity Development Block Grant Commission - Minutes - 11/10/1994CDBG COMMISSION MEETING MINUTES November 10, 1994 The meeting of the CDBG Commission began at 6:40 p.m. in the Community Planning Conference Room, 281 North College Avenue, Fort Collins, Colorado. Commission members present at the meeting included Vice Chairman Dan MacArthur, Tom Dougherty, Margarette Michaux, Holly Sample, William Steffes, and Joseph Zimlich. Staff members present included Ken Waido, Jackie Davis, and Mary Hile. It was noted that, with a quorum not present, all items discussed would be informational only. The Children's Clinic video was played. The late billing of the Poudre Valley Hospital Foundation was discussed and accepted in view of extenuating circumstances delaying its submission. The subcommittee discussions concerning the viability of a proposal evaluation point system was reported. Concerns: If the selection process is entirely objective, individual discretion is abandoned; since Council is the ultimate arbiter, the Commission has no need to justify its decision; potential liability if the Commission acts against the objective scores. Favorable points: Objective criteria gives applicants better guidance; different Commission members will score applicants differently, preserving their discretion It should be clear that, regardless of any score, the recommendation authority lies with the Commission. The Commission as a group should stand by the decisions it takes. The decision of whether to adopt an evaluation point system must be made in December. The use of the point system as a screening tool was discussed. A spreadsheet could be incorporated to rank projects based on scores before they are presented to the Commission. If a point system is used, it must be in place by January to inform applicants of the process and the requirements. Budget presentations by applicants should be presented in a comprehensible format. A letter from the Chamber of Commerce seeking input from City Boards and Commissions was handed out. The City will structure a clearinghouse for all responses. This item will be placed on the CDBG December agenda. The City Christmas party is in conflict with the next scheduled Commission meeting. The meeting was tentatively rescheduled for December 1, 1994.
