HomeMy WebLinkAboutYouth Advisory Board - Minutes - 10/12/1994CITY OF FORT COLLINS YOUTH ADVISORY BOARD CITY COUNCIL LIAISON TO THE BOARD: Councilman Will Smith STAFF SUPPORT TO THE BOARD: Peggy Bowers, Recreation Program Administrator, Scott Gammon, Police Officer, and Jackie Rael, Administrative Aide II MINUTES: Regular Meeting -- October 12, 1994 CALL MEETING TO ORDER: The meeting was called to order at 7:05 by Officer Scott Gammon. Approval of Minutes: The minutes of the meeting of September 1, 1994 were unanimously approved on a motion by Callie Sigl, seconded by Reagan Hogerty. AGENDA REVIEW: No changes to the printed agenda. CITIZEN PARTICIPATION: P.J. Clarke of KCOL spoke about ideas generated at the Youth Forum on September 12. He said the kids are looking for a place to go and call their own club/hangout spot. Callie Sigl said it would be good to have Old Fort Collins High as a Recreation Center with the classrooms used as educational rooms/seminars with a counselor on staff to give kids advice. He said the City should take an active role in giving the kids in the community something of value. He expressed the merit of placing our resources in the youth of Fort Collins. Callie said she attended a meeting of the Downtown Task Force. At the meeting, they talked about the youth hanging out in Old Town and the negative impact it has on downtown. She asked if they would be willing to support the Old Fort Collins High as a Youth Center. Her thoughts are that some will support this and others won't. Councilman Will Smith said there are a number of proposals put forth for the use of Old Fort Collins High and the Board should ask staff to present them with the options. Scott asked the Board if this is an issue that they would like to discuss at the next Board meeting? Jean Helburg said that CSU did a study that is a proposal with options. She further stated that staff will gather material for this Board and provide this to the Board at next month's meeting. ELECTION OF BOARD OFFICERS Dallas Davis nominated Callie Sigl for President, seconded by Abby Jones. Abby nominated Crissy Maxwell, seconded by Matt Alvarez. The Board voted by secret ballot 5-4 to elect Callie Sigl as Board President. Callie Sigl nominated Crissy Maxwell as Vice President, seconded by Youth Advisory Board Minutes October 12, 1994 Page 2 Reagan Hogerty. Reagan nominated Dallas Davis seconded by Matt Alvarez. The Board voted by secret ballot 6-3 to elect Crissy Maxwell as Vice President. Dallas Davis nominated Leticia Martinez as Secretary, seconded by Reagan Hogerty. Callie Sigl nominated Reagan Hogerty, seconded by Dallas Davis. The Board voted by secret ballot 7-2 to elect Reagan Hogerty as Board Secretary. COLORADO YOUTH COUNCIL Lora Anderson, representing the Colorado Youth Council, talked to the Board about the State Youth Council. She distributed pamphlets on the Colorado Youth Council (CYC). The Council is seeking youth throughout the state to assist in the development of the CYC. Governor Romer sees a real need to include youth in decision making by giving them an opportunity to work directly with policy makers at local, district, and state levels in Colorado. She asked the Board if they would like representation on the State Board? She said they will meet quarterly in Denver. Reagan Hogerty asked how big of an impact the Youth Council has made in the State? She said the only group that has been formed is the LaPlata County group (pilot project) in Durango. They divided their concerns into School, Social, and Family. In February, the first state-wide training, sharing of ideas and experiences, and network around the state will be held. They will also start councils where there is a need and lack of youth committees. She said that the age ceiling for this group is 23 years old. She has a job description that she would share with Board members if anyone is interested. Will Smith asked when Lora has to have representation? She said she would like to have a representative from this Board soon so she could have contact. Dallas Davis said he thinks the Board should have representation on the CYC from this Board. Abby Jones said she likes the idea of having a liaison from this Board. Reagan Hogerty said that he thinks this is a good idea. Crissy Maxwell said she would act as the liaison. Staff will provide Lora Anderson a copy of Board Members addresses. The Board asked staff to place this on the agenda for next month. REPRESENTATION FROM VARIOUS SCHOOLS Peggy Bowers said she received a call from a counselor from Rocky Mountain High School who asked which schools are represented on the Youth Advisory Board Minutes October 12, 1994 Page 3 Youth Advisory Board from each area. Peggy said we need to make sure we have representation from all junior and senior high schools and asked how we could have schools represented? Staff will write a letter to all junior and senior high school principals and counselors advising them of the Youth Advisory Board and their representatives. UPDATE ON SKATEBOARD PARK Dave Mosnik, Park Planning and Development, reviewed the skateboard facility proposal at Rolland Moore Community Park and at the City's Streets Facility on North Lemay and East Vine. He provided the Board with a memo stating the pros and cons of both facilities. Callie Sigl asked if the cost would be the same at both facilities that Dave mentioned. Dave said the north location would be much less expensive. At Rolland Moore the cost would be $80,000, which includes a 6' half pipe and low one at 3'. The half pipe is estimated at $10,000 and perhaps that could wait. Will asked if they could use a certain percentage of retail sales for skateboard items to be placed in a fund towards the skateboard coalition. Then they would start their own funding. Dave said that the coalition has asked for donations from users and there hasn't been much interest in producing funding. He also added that the concrete companies have been notified and asked if they would donate concrete for this project and all refused. Dave said future Community parks will have skateboard components. Due to lack of time, Dave closed his presentation and gave the Board his phone number (221-6881) He said he will keep the Board updated on this issue. Youth Advisory Board Minutes October 12, 1994 Page 4 BOARD MEMBERS AND STAFF COMMENTS/REPORTS Crissy talked to the Student President at CSU and he is willing to come to a Youth Advisory Board meeting any time the Board needs him. Callie met with one of the managers at the Coloradoan and spoke to him about the negative youth publicity. He told her that if there are students willing to write positive stories about the youth in Fort Collins, he would publicize them. She asked if Board members know of students who would be willing to write positive articles about youth to contact her. The Board members will network at their schools. P.J. Clark said there is a morning program that he runs at 7:45 a.m. and tapes the previous afternoon.
