HomeMy WebLinkAboutYouth Advisory Board - Minutes - 11/09/1994• 0 CITY OF FORT COLLINS YOUTH ADVISORY BOARD CITY COUNCIL LIAISON TO THE BOARD: Councilman will Smith STAFF SUPPORT TO THE BOARD: Peggy Bowers, Recreation Program Administrator, Scott Gammon, Police Officer, and Jackie Rael, Administrative Aide II Regular Meeting -- November 9, 1994 CALL MEETING TO ORDER: The meeting was called to order at 7:05 by Vice President Crissy Maxwell. Callie Sigl called to say that she would be late to tonight's meeting. APPROVAL OF MINUTES: The minutes of the meeting of October 12, 1994 were unanimously (7-0) approved after amended by adding Crissy Maxwell as the representative to CSU on a motion by Dallas Davis, seconded by Reagan Hogerty. AGENDA REVIEW: Board President Callie Sigl previously asked that Representation to the Youth Council be added to the printed agenda. CITIZEN PARTICIPATION: Neil Greg, CSU professor Civil Engineering, introduced himself. He is studying youth activities and has an interest in youth and job possibilities for youth in the community. OLD FORT COLLINS HIGH SCHOOL USE PROPOSAL Peggy Bowers began by summarizing the CSU study and then the Boys and Girls Club proposal. She then turned the meeting over to Craig Monson, Executive Director of the Boys and Girls Club. He stated that their basic proposal is to offer programs to the youth of Fort Collins to better serve their needs. They presently serve 550 kids per year in a 3,000 square foot facility. They want to expand their services to offer more classes and offer programs, and have access to a gymnasium for wrestling, volleyball, and other activities. Boys and Girls Clubs throughout the state do have gymnasiums and can offer tournaments and events statewide. Their current facility does not have these amenities and they would like more recreational space. They received a grant from Larimer County for $10,000 for youth employment within the Club, which pays for an educational program. Basically what they are trying to do is to have the youth tell the youth advisory council what programs they are interested in, and the council relays this information to the staff. They have a Youth -of -the -Month Program which recognizes leadership and citizenship. It teaches the kids how to be a good role model and good citizen to the community. Annually, from the 12 Youth of the Month, a Youth of the Year is chosen. That person competes with other Boys and Girls Clubs in the state and then advances to Youth Advisory Board Minutes November 9, 1994 Page 2 a regional, and national competition. The winner of the national competition is the Boys and Girls Club spokesperson for youth in the country. They want to expand their services and be able to have the Youth Advisory Board support their programs. City Council Liaison Will Smith said that he understands that the Boys and Girls Club tried to open a southside center earlier this year, but because of money restraints, they were unable. Craig responded that is correct; however, they have been successful in various outreach programs. One in particular is the outreach program in Wellington that serves about 30 kids a weekend. Craig added that they have national support from their organization. The successful programs are handed down from national organization. The new crime bill that just passed has the Boys and Girls Clubs listed as agencies that could have access to this money. Questions from the Board were as follows: What age group does the Boys and Girls Club target? Response: Currently 8 to 18, but with the expansion into a larger facility (Old Fort Collins High) they would expand their age group to serve 6 to 18 years old. The categories covered include the categories of personal and educational development, social recreation, health and PE, citizen and leadership, outdoor. environmental education, and cultural enrichment. Question: How would Craig compare the other proposals for Old Fort Collins High? He said he is not familiar with the other proposals enough to make a comparison. Mike Powers added that Poudre R-1 will vacate Old Fort Collins High by the end of the school year. They have a menu of ideas from the community for possible uses of the facility. The bottom line is where is the political push and where is the money? They probably won't have an answer to either of these questions by November 14. Mike said at the Board's December meeting, they can perhaps come up with a process covering the ideas the Youth Advisory Board supports. There is no specified completion date on this idea. The School Board would like to have this settled by January 1995. Board Members asked what input does the Board need concerning uses for Old Fort Collins High School? Peggy said that today Callie ran a youth forum at Poudre. They came up with ideas that have been repeated at other Youth Forums. Peggy said if Board members want to have a youth forum at their designated school (s), that would be a good process to get ideas back to the Board. Crissy Maxwell thanked everyone for the discussion on Old Fort Collins High as it relates to the Boys and Girls Club's proposal. • Youth Advisory Board Minutes November 9, 1994 Page 3 1995 WORKPLAN/MEETING SCHEDULE Peggy Bowers presented the Board with a draft workplan and meeting schedule for 1995. The Board, on a motion by Reagan Hogerty, seconded by Dallas Davis, unanimously accepted the draft workplan and meeting schedule as presented by staff with the additions of "Alternative Activities for Youth Under 21" and changed "Positive Media About Youth" to "Positive Recognition/Ideas about Youth" with a sub -heading "Youth of the Month". OTHER BUSINESS Peggy Bowers said that Janet Meisel, Park Planner, asked her to advise the Board of the updating of the Parks and Recreation Master Plan. She asked that a member of this Board be on the Citizen Committee for the Master Plan. Leticia Martinez and Abby Jones volunteered to represent the Youth Advisory Board. Crissy Maxwell distributed a survey that Lora Anderson of Colorado Youth Council asked her to give to the Board tonight and get back to her by tomorrow. Peggy added that Lora Anderson of the Colorado Youth Council sent a thank you note to the Board for their input at last month's meeting. BOARD MEMBERS COMMENTS - Idea was brought up that the Board meets twice a month.
