"Bud" Frick, Jr. (970) 484-1467 SUMMARY OF MEETING: LPC approved the front door/back screen door for 601 West Mountain and GAF Slateline asphalt shingles in English Gray Slate for 816 West Mountain. Staff informed the Commission regarding the status of the Ross House Project. Staff advised the LPC of an administrative approval regarding the repainting of the Linden Hotel. The repainting would include painting the eight iron columns black instead of blue like rest of the building. CALL TO ORDER AND ROLL CALL: Commission called to order by Angie Aguilera at 5:30 p.m. at 281 North College Avenue, Fort Collins, Colorado. Angie Aguilera, Agnes Dix, Alyson McGee, and Ian Shuff were present. Heather Donahue, Earen Russell, and Bud Frick were excused. Carol Tunner represented City staff. GUESTS: None. AGENDA REVIEW: Carol Tunner added discussion of the Ross House Project to Other Business as well as the administrative review of the repainting of the Linden Hotel. PUBLIC INPUT: Ms. Aguilera asked if anyone present wished to address items within the purview of the Commission, whether or not the item appeared on the agenda. There were no comments. MINUTES: No changes were made to the April 13th and April 27th minutes and the minutes were approved as presented. STAFF REPORTS: Carol Tunner distributed copies of a brochure regarding Colorado Preservation Inc. (CPI) conference on February 8-10, 2006. The theme of the conference is 'Building on the Past." Ms. Tunner commented that CPI moved their office and she has the new address. Ms. Tunner informed members of the 2005 Portland National Trust for Historic Preservation conference on September 27th through October 2"d. Ms. Tunner introduced Connie Barnett, Historic Preservation Intern, to the Commission. Ms. Barnett is a second year graduate student at Colorado State University in the Historic Preservation program. COMMISSION MEMBER REPORTS: Alyson McGee informed the Commission that she received the final draft of the new Economic Benefits of Historic Preservation Report commissioned by the State Historical Fund; it included Fort Collins and the Zero Interest Loan Program. Angie Aguilera attended two DDA meetings and reported that Michael Torgerson and Mike Jensen discussed the restoration of the Aggie Theatre. Landmark Preservation Commission July 27, 2005 Meeting Minutes Page 2 Ms. Aguilera commented that the Vine Drive annexation was discussed briefly and noted that Kurt Kastein and George Brelig were new members to the DDA Board. Ms. Aguilera said that the Cherry Creek Station was on the July 7, 2005 agenda. There have been some changes to the Oak Street Plaza renovation plans. Funding and new bids are being sought in October. According to Ms. Aguilera, the DDA asked Bill Sears to lease the Sears Trostel Building for potentially using the property as a farmer's market. The LPC discussed the use of the property as a farmer's market. CURRENT REVIEW 601 West Mountain, Aaron Kitchel House — New Front Door and Screen — Conceptual and Final Review — presented by Sue Walker, introduced by Carol Tunner. Ms. Tunner commented that Ms. Walker was currently completing a front porch reconstruction using the City's Zero Interest Loan Program. Ms. Walker planned on putting a new front door and side screen door on the house which was not included in the loan funds work. Ms. Tunner stated that the door was in need of replacement because it was a 1980s style. The doorway also includes a transom. Ms. Tunner handed out spec sheets that were provided by the applicant. Ms. Walker addressed the Commission. The door, according to Ms. Walker, would be mahogany with a natural stain. The transom will include leaded glass from Abraxis Glass, and Ms. Walker presented different glass patterns and said the window could be surrounded with squares of colored glass. Ms. Walker, wanted 1/3 light with wood below and flat recessed panels with dental molding under the glass. Ms. McGee said it probably was originally a''/z lite, but the 1/3 lite would distinguish it from historic and be acceptable. The side screen door was ordered from Vintage Woodwork and Ms. Walker showed an example. Ms. Walker anticipated painting the screen door white. It will have glass panels for winter. PUBLIC INPUT: None. The Commission discussed if the request would fit within the Queen Anne Cottage style of the home. The Commission noted that the applicant was doing a good job picking up design elements without trying to mimic them. Ms. McGee made a motion to approve the proposal to accept the door and screen as proposed for 601 W. Mountain Avenue. Ms. Dix seconded the motion. The motion passed unanimously 4-0. 816 West Mountain, Isaac W. Bennett House — Reroof from Wood to Asphalt — Conceptual and Final Review — Ms. Tunner introduced Jonah Levendahl of ACC Roofing, the contractor and representative for the homeowner. Ms. Tunner noted that in 1999 the previous owners used Landmark Rehabilitation Grant funds to repair the porch underroof and install a new wood shingle roof. The roof on the house now needs to be repaired quickly before the roof starts to leak. Landmark Preservation Commission July 27, 2005 Meeting Minutes Page 3 Mr. Levendahl addressed the Commission. He noted that the newer front porch roof was still okay, but a recent hail storm accelerated the damage to the aged remainder of the house's roof. Mr. Levendahl gave the homeowner a quote for Class C wood shingles which translated into approximately $30, 0000 to replace the roof. The quote was beyond the financial means of the homeowners and they preferred the asphalt shingles. Mr. Levendahl discussed the difference between the types of shake and asphalt shingles. According to Mr. Levendahl, wood shakes would be difficult for the homeowners to maintain. He noted that the product and color the owner chose was GAF Slateline in English Gray Slate color. He explained that the Slateline product looks more like wood than the GAF Timberline (wood shake look) because they are installed in a flat straight line pattern like historic wood shingles would look. He said that Slateline is an upgrade from the Timberline and higher quality/weight. Asphalt shingles going on today try to look like wood shakes not the early wood shingles. The Commission discussed the difference in appearance between asphalt and wood shake shingles. Mr. Shuff said he agreed the Slateline looks more like wood shingles, but the gray color makes it look like slate. Ms. McGee said that no asphalt will ever look like wood. Mr. Levendahl said the owner feels the gray would look better with the blue house. Mr. Shuff continued that he had no problem with the product but maybe with the color, however, the new roof is a modern addition. Ms. Tunner said every design review project is individually decided based on specific circumstances; the Commission can approve based on what they have heard. If the re -roofing is not successfully compatible, don't approve that product in the future. PUBLIC INPUT: None. Ian Shuff made a motion to approve the GAF Slateline English Gray Slate asphalt shingles as proposed for 816 W. Mountain Avenue. Ms. Dix seconded the motion. The motion passed unanimously 4-0. OTHER BUSINESS Linden Hotel, 201 Linden Street — Ms. Tunner stated the colors for the repainting of the Linden Hotel would be the same except for one change proposed by Dan Hendricks, painter. Mr. Hendricks would like to paint the iron columns black instead of blue like the rest of the building. Ms. Tunner stated that she could approve the request administratively and felt black would simulate metal more appropriately. Ross House, formerly 1600 W. Horsetooth Road — Ms. Tunner stated the development included a 1950s ranch house, an historic barn, silo and out buildings, and a circa 1890 proving -up house, the only known one of its kind in Larimer County. The property has been cleared and the developer was looking to give the proving -up house to the City Parks and Recreation Department. Ms. Tunner reviewed the significance of the Ross House. Ross was the great-grandfather of Senator Wayne Allard and Kermit Landmark Preservation Commission July 27, 2005 Meeting Minutes Page 4 Allard, CPA. The Allards' grandmother was born in the little 12 ''/z' by 16 ''/z' building. Ms. Tunner has been successful in arranging for several city departments and some private citizens to move the house to a city storage yard tomorrow. More to follow.
