Lincoln Center 11 Council Liaison: Karen Weitkunat Staff Liaison: Jill Stilwell 11 Chairperson: Ayleen Bums Phone: 225-3937 (h) Vice -Chair: Ann Wilmsen 11 A regular meeting of the Cultural Resources Board was held on Wednesday June 22, 2005 at 2:30 p.m. and continued on Thursday, June 23, 2005 at 12p.m. The following members were present: Board Members present: Ayleen Burns, Jack Steele, Patrick Moran, Carol Ann Hixon, Susan Beck- Ferkiss, Ann Wilmsen, Board Members absent: Jon Wilkinson Staff Members present: Jill Stilwell, Cheryl Donaldosn Guests Present: None Call to Order — (2:34p.m.) Ayleen Bums II. Consideration of agenda - No Changes III. Consideration of Minute from the May 2005 meeting No changes to minutes Motion to accept minutes — Ann Wilmsen Second — Carol Ann Hixon Passed Unanimously IV. Arts & Humanities Month: Carol Ann Hixon provided a proposed letter to arts group and a distribution list of arts groups. It was suggested to add heritage groups to the distribution list. MOCA distributed the RFP for the art work for the poster to its summer art classes. The deadline is July 26'h and the submissions will be brought to the July 28`h CRB meeting. Patrick Moran has agreed to design the poster. If the Board is not satisfied with the selection of art work, it was agreed to allow Patrick to create the poster design himself. The poster should be ready for distribution by September 1" and 100 will be printed and distributed. The poster design will also be submitted to Parent magazine for printing. It was suggested that "KUNC" ads direct people to the bookmarks or Kiosk in Old Town for more information. The Chair as well as Carol Ann Hixon and Ann Wilmsen will sign the letter to arts and heritage groups. V. The Board was reminded of its July 28`h retreat at Carol Ann Hixon's home. VI. Staff Reports 417 West Magnolia • Fort Collins, CO 80521-2646 • (970) 221-6735 • FAX (970) 484-0424 The Associate Director of Cultural Services position has been approved for hiring. Staff hopes to have someone in place in August. Staff informed the Board as to the status of cultural projects under consideration for the Building on Basics capital projects initiative. At this point, the Fort Collins Museum and Discovery Science Center partnership for a new joint facility was included on the list at $6 million with private funding at $3.5 million. Lincoln Center renovations and possible business plan for a new cultural facility were also currently on the list at $5 million. The Lincoln Center project is estimated at $11 million, so staff would embark on a fundraising campaign to raise additional funds. Council will consider the final list at the July 12 study session. VII. Review of Fort Fund proposals The board reviewed the proposals for Fort Fund grants. Issues of concern included dollars possibly being used for capital projects, revenue from events going to religious purposes, revenue from events going towards scholarships, organizations that didn't display the Fort Fund logo. Conversation continued on the idea of creating an on-line grant application form, requiring all applications be typed, and how to deal with those organizations that repeatedly do not display the logo. It was suggested a system be put in place as follows: 1. First time offenders: letter of reprimand 2. Second time offenders: Letter indicating future funding is in jeopardy 3. Third time offenders: will not receive funding No vote was taken to put this system in place, but it will be reviewed as a subsequent meeting. It was also suggested that the Board would like staff to create a matrix that indicates the name of the organization with check boxes for whether final reports had been received, and if the organization had used the logo or the banner. VIII. Oral presentations by Fort Fund applicants: 3:30p.m. — 9:15p.m. Meeting reconvened on Thursday, June 23, 2005 at 12:OOp.m. IX. Fort Fund Recommendation Carol Ann Hixon moved to submit recommendations for Fort Fund disbursements to City Council as outlined in the attached spreadsheet. Jack Steele seconded. Yays: 5 (Ann Wilmsen, Jack Steele, Patrick Moran, Ayleen Burns, and Carol Ann Hixon) Nays: 1 (Susan Beck-Ferkis) Discussion: Susan Beck-Ferkis stated the reason for her Nay was she thought the Board should support these applicants, and that these applicants deserved the Board support. Other board members expressed concern that Fort Fund be associated with quality events, and that always giving dollars to every applicant would dilute the process and not help the cultural events of Fort Collins.
