The November, 1994 version of the Commission By -Laws were voted upon and accepted by all attendants. The final draft of the By -Laws will be sent to all Commission members and City Liaison(s) by the neat Commission meeting. Dial -A -Ride: John Dagget of the City's TransFort Department gave a presentation outlining the steps taken to seek a new provider for "service on the street". After all was said and done and in reviewing the costs prospective providers gave for their services, the recommendation of the Dial -a -Ride Team was to give the bid to both the City and to Shamrock Taxi service. The Commission seemed to agree. A member of the Commission will act as a resource and advisor as the Dial -a -Ride program progresses. They may be called upon to oversee and provide advice regarding the vehicles to be used and how they will be painted (as far as the logo goes). Handicapped Parking Program: Ray handed out copies of an article he came across that discussed the lack of discernment some doctors have when they give a doctor's approval for a handicapped parking sticker/plate. Ted is still following up on having the fines raised for illegal parking in a handicapped space. Snow in Handicapped Parking spaces: Blair Leist (assistant to Pete Dallow) said he was in the process of having ordinances drafted and then will run them by Marry Heffernan, one of the City's attorneys to ascertain if this is the right route to go of if another direction would be more effective. Sidewalks: Diane informed the Commission that she found a photographer who is willing and able (and experienced) to take pictures to be used for the Snow Removal advertisements. For this project, a group of individuals are needed to volunteer and be ready to go out to take pictures after a snowfall. Roy brought up a point that the Commission may be doing something that has already been done before. There is probably already pictures and resources available "out there". The Commission agreed to research further. Police Sensitivity Training: Diane informed the Commission that she spoke with Pat Kelly regarding the suggestions the Commission had for sensitivity training. The Commission is in agreement that Fort Collins Police Chief, Fred Rainguet, should also be included in the planning of this training. Alma contacted a group from Denver called the Cross Disability Coalition who would be willing to provide an all -day sensitivity class. (Rita knows of this group and has concerns about the Coalition's ability to present a non -aggressive class). There is some concern about what kind of attendance (or rather, lack of attendance) there would be for this training class. The idea that perhaps other law enforcement departments (County Sheriffs, Loveland Police, Greeley Police, CSU Police) should be invited to attend the class. Also, the class could be video taped so that those individuals who could not attend the class could view it. It was suggested that Blair contact the various heads of law enforcement offices to invite them to attend the next COD meeting to discuss the Commissions' idea for sensitivity training.
