Commission on Disability
Attendance: Stacey Abate, Nancy Baker, Mark Cummings, Don Fish, Mark Kramer, Laura Burnett
Guests: Steve Rierson and Dawn Ge clard
Don Fish called the meeting to order at 12:28 PM. Stacey Abate distributed the minutes from the
November I I " meeting, which were approved.
The committee was sorry to hear of Blair Leist's loss of his fat! er, and agreed to send an expression of
sympathy.
Don informed the group that the City Council might appoint 2 new members to the commission effective
December 15, Lila Bizzard and Bob Beck. Member of the group expressed a desire for an updated
membership list so as to have current names, addresses, and telephone numbers.
In a discussion of the agenda for the January meetings, it was decided that a review of the bylaws, re -
visitation of the work -plan, and compiling an annual report would be included.
Steve Rierson, a student at Front Range Community College, brought to the attention of the group the
handicapped parking situation at FRCC. Steve has assisted the Fort Collins police department by ticketing
cars parked in handicapped spaces which do not display appropriate identification. His issue at FRCC
surrounds designated spaces in the B courtyard area, which were recently prohibited to pub.'ic parking,
both handicapped and non -handicapped. He felt that there was possibly retaliation for his I:cketing cars in
that area. His attempts to obtain answers have been met with a variety of explanations, and he is having
difficulty determining the reason for the FRCC action. He has been told that FRCC is in compliance with
the ADA, but he feels that the designated spaces are located at a considerable distance from the classroom
buildings, and would like to see the handicapped spaces in courtyard B opened for parking. The members
of the commission discussed jurisdiction, since FRCC maintains its own police patrol. Mark Cummings
will discuss this situation with Rose Kreston at CSU for possible suggestions that she might have, and
Mark Kramer will check with Jean Batchelder. Stacy agreed to draft a letter to the FRCC president asking
for support in resolving this issue based upon the information that "The Marks" obtain.
Discussion followed about the city informational meeting to be held on January 27" during the regular
meeting time. Owing to the potential size of the group, it was decided to hold 2 meetings. The first for city
agencies, and another for agencies outside the city structure. The agenda for the discussion will include
ways for the COD and the agencies to interact, issues of concern to the disabled community, an
introduction to the work of the commission, video showing, self introdt fictions from the participants, and
ways of connecting on common issues. The group decided that Blair's assistance was critical for these
meetings, and if Blair is not back by the next meeting date, the date of the meetings will be pushed back.'
Guest Dawn Goddard asked the group about the possibility of discounts at theaters and restaurants for
disabled individuals. She also felt that the Lincoln Cen cr seating for the disabled was inadequate, as well
as there being a general lack of accomodation.
Don Fish adjourned the meeting at 1:29 pm.
