HomeMy WebLinkAbout2005 - Natural Resources Advisory Board - Annual Report2005 ANNUAL REPORT CITY OF FORT COLLINS NATURAL RESOURCES ADVISORY BOARD DATE: January 30, 2006 TO: Mayor and Council Members FROM: Nate Donovan on Behalf of the Natural Resources Advisory Board The Natural Resources Advisory Board (NRAB) is pleased to present its 2005 Annual Report to City Council. During 2005, the NRAB has worked diligently to fulfill its responsibilities as advisors to City Council on a broad range of environmental issues. The majority of our work this year has addressed issues on Council's Policy Agenda or has been in response to issues brought to us by City staff. In some instances, citizens or Board members have brought issues to the attention of the NRAB. During 2005, the NRAB submitted nine memoranda to Council and the City Manager conveying its recommendations for Council action or support for the following issues: 1. NRAB 2004 Annual Report 2. NRAB Role in Development Review 3. Natural Areas General Management Guidelines 4. NRAB Items for Inclusion in the City's 2006 — 2007 Biennial Budget 5. Implementation of the Timnath/Fort Collins Community Separator 6. NRAB Recommendation on Maintaining Tiered Water Rates 7. Council 2005-2007 Policy Agenda 8. Options for designation of citizen advisory Board for the Natural Areas program 9. NRAB Work Plan for 2006 Other actions taken and issues discussed by the NRAB in 2005 include the following topics: 1. CDOT Rest Area relocation to Prospect Rd./I-25 2. Resource Recovery Farm 3. Fossil Creek Natural Areas Management Plan 4. Bobcat Ridge Natural Area Interpretive Committee 5. Carpenter Road Updates 6. Review of Vegetation Guidelines 7. Soapstone Ranch Naming 8. Downtown Kayak Park 9. Water Rates — Utilities 10. Carpenter Road/State Hwy 392 Environmental Overview Study 11. Sterling Natural Area Donation 12. Natural Resources Department General Fund Budget 13. Natural Areas Program proposed 2006/2007 Budget 14. Land Acquisitions and Conservation Easements 15. Ordinance creating Land Conservation & Stewardship Board 2005 NRAB ANNUAL REPORT 16. Soapstone Ranch Lease 17. Natural Areas Program Visual Identity 18. Northwest Subarea Plan 19. RUL Zone 20. East Prospect Road Project 27. Land Use Code Changes During 2005, the NRAB convened 11 regular meetings, 4 special meetings, and 6 work sessions. Board members also devoted many hours to addressing issues and formulating recommendations as part of four subcommittees. The NRAB's standing committees on natural areas, trails, solid waste reduction, and budget were active during 2005. In addition, NRAB members served as representatives on various City-wide task forces and committees, including the Bobcat Ridge Natural Area Interpretive Committee and the Steering Committee for development of the City's Five - Year Strategic Waste Reduction Plan. In January 2005, Nate Donovan and Linda Knowlton were re-elected Chair and Vice -Chair of the NRAB respectively, and served in these capacities throughout the year. At the end of 2005, Randy Fischer left the Board after serving 8 �/2 years as a Board member, including two terms as Board Chair. The Board thanks Randy for his contributions to the City of Fort Collins through dedicated service on several citizen advisory boards over many years. In late 2005, Alan Apt was appointed by City Council to the Board. The NRAB looks forward to serving the citizens and City Council in the year 2006.
