Major design review projects included:
- #5 Old Town Square, Coopersmith's — Patio Expansion
- 425 10`h St., Romero House — Restoration of the Museo de las
Tres Colonias
- 201 S. College Avenue, Old Post Office — Renovate the Oak Street
Plaza incorporating the site of the Old Post Office Building
- 201 Linden St., Linden Hotel — Rehab 2"a and P floor windows
- 605 S. College Avenue, Beebe Clinic — Rehab exterior
- 1745 Hoffman Mill Rd, Nix Barn Restoration — Exterior restoration
B. Designations: The LPC recommended seven (8) properties for Local
Landmark Designation:
115 Riverside St., First Fort Collins Public School/First Catholic Church
501 Stover St., Dukes/Dunlap Garage
220 S. Sherwood St., Snook/Hale House and Two Garages
124 N. Sherwood, Remington House
1201 Laporte, Blanchard/Bates House and Garage
605 S. College, Beebe Clinic
315 E. Olive, A.M. Woods House
210 N. Loomis Avenue, James House
C. Preservation Week, 2005: The LPC sponsored the following programs
highlighting "May as Colorado Preservation Month":
- Preservation Week Proclamation
"Friend of Preservation Award" — Four recipients
Tours of the Sugar Beet Factory and Effluent Flume on the Poudre
River
D. Grants:
- Completed the SHF grant for $197,500 to rehabilitate the Armstrong
Hotel, 259 S. College Avenue, and executed a perpetual easement.
- Grant to restore the exterior of the Natural Areas Nix Farm Barn in
progress - completed steps of unanticipated revenue ordinance, SHF
contract, and LPC design review approval - ready for bid.
- Wrapped up a $23,000 CLG Grant for a joint Poudre School
District/City Survey of district -owned historic properties, and the
preparation of a district -wide historical schools context.
- Established a partnership with CSU's History Department and with
the South Whitcomb Neighborhood Association to survey and
prepare a district nomination.
E. Other Business: The LPC gave input on the historic preservation aspects
regarding:
- 2006 Work Program
- The Preserve America Community designation, and participated in
the Press Conference where the City received this honor.
- The Fort Collins Downtown Alleys, Trimble and Tenney Courts
Revitalization
Land Use and Municipal Code Changes
The Sales Tax Repeal Issue for Citywide Vote
Support Letters for SHF grant applications for the Waterworks Interior
Restoration and the exterior of the Dukes/Dunlop House
Agreed to take on the State Tax Credit Design Review function for
properties in the DDA boundaries in 2006.
Conducted extensive public and staff review of historic preservation
code requirements. Presented options to Council for changes to
Historic Preservation codes; Council upheld existing codes.
Ross Proving -Up House to be moved to storage by the City.
Budgeting for Outcomes
The Infill Redevelopment Study
F. Oneoine Proerams: Ongoing programs in 2005 included:
Demolition/Alteration Review — Staff processed 210 demolition/alteration
requests from January 1, 2005 through December 31, 2005.
Landmark Rehabilitation Loan Program — This program provided local
preservation assistance zero interest loans to 5 properties, totaling $22,725 in
awarded funds. Matching funds were $112,302. The ratio of private dollars
to public dollars is 5:1. Three residential and two commercial properties were
funded.
Colorado Historic Preservation Income Tax Credit — The LPC did not
elect to take on the design review responsibility for this program in 2005.
Staff did edit and review applications before they were sent to the Colorado
Historical Society, to ensure that the procedure would run more smoothly al
the state level.
Design Assistance Program (DAP) — Provides city funding for design
assistance for changes to local landmarks.

LPC Training in 2005
- LPC member Dr. Janet Ore was a speaker, member Alyson McGee
attended, and Advanced Planning Director Joe Frank, and staff Carol
Tunner and Karen McWilliams attended Colorado Preservation Inc.'s
"Saving Places 2005: Bringing Preservation Home", February 2-4.
March 9, 2005, Training — Power Point Presentation by staff Carol
Tunner on Outbuilding Policy in the Cities of Boulder, Crested Butte,
Breckenridge and Steamboat Springs, attended by Frick, Dix, Ore,
Shuff, Aguilera, Donahue and McGee.
LPC members Alyson McGee, Bud Frick, and staff Carol Tunner
attended the Fifth annual Northern Colorado Historic Preservation
Commission Forum on April 8, 2005 in Brighton.
April 19 and April 23, Boards and Commissions Training Classes
sponsored by the City Clerk and City Attorney's Offices of the City of
Fort Collins — Attended by staff Carol Tunner, LPC Chairman Bud
Frick, new LPC members Alyson McGee and Heather Donahue.
Education/Training, August 10: Slide Show Presentation on National
Park Service Lodges and Montana's Historic Resources, presented by
Chairman Bud Frick and attended by staff Carol Tunner and LPC
members Shuff, Dix, Russell, McGee, Aguilera, and Donahue.
