Call to Order
The meeting was called to order by Chair, Marjorie McTaggert at 2 pm.
III. Citizen Participation
Lewis Lachman thanked the Board and Alyce Eckey for their efforts
toward securing reconstruction of the path to the bridge approaching
Rolland Moore Park. He submitted letters regarding this to the Board and
to Alyce.
III. Presentation on Transportation Issues — Kay Rios
Kay showed a 6-minute video on traffic in the city. Its purpose is to
illustrate need for citizens to alleviate congestion by more use of buses and
to further their efficiency. Transportation hopes to put a bill on the April
ballot for a .36% tax increase to fund proposed expansion.
IV. Correspondence
Yvonne submitted a notice about Sales and Property Tax and Rent/Heat
rebated for seniors.
V. Approval of Minutes
January 1999 minutes unanimously approved as corrected.
VI. Old Business
A. Transportation — Flo
Revenue bonds issue and used as needed. To be paid by federal
highway tax dollars and state gasoline tax. We need true bypass
(North Front Range Travel Alternative) as opposed to proposed routes
voted down by Council. Final recommendation feasibility starts in
June/July.
B. Outreach — Yvonne — No report.
C. Follow-up on citizen's suggestion regarding parking (Northwest
corner of Shields and Raintree). — Yvonne. Ken Waldo in City
Planning office said property would probably be used as a commercial
site rather than for parking.
D. Housing — Kay
Volunteers of America want to sponsor housing for Seniors in Fort
Collins.
Regarding the mobile homes on Harmony (some occupied by seniors).
New owners are increasing lot rents and are now adding payment of
utilities by tenants.
Surveys on area housing units continue.
E. IYOP —Barbara
CARE (Aspen) kick-off on January 16 at Senior Center.
Participation (RSVP) will conduct volunteer recruitment throughout
county in April.
Independence (OOA) will lobby for additional funds for Senior
services throughout state. Latimer County does not provide for these.
Dignity (SAB) will have a public display of seniors' photos and a slide
show depicting different cultures treating seniors with dignity.
IYOP will have exposure through New West Fest and Senior Network
Luncheon.
Press releases have gone out to various publications.
F. Commission on Status of Women — On Hold

G. Dollar Value —Barbara —No Report.
H. Senior Network Luncheon —Erik.
Co -Sponsors will meet at 10 AM at Senior Center on February 25.
Would like all SAB members present.
I. City Council Candidates — Senior Issues.
Flo submitted a list of current candidates.
A forum with candidates suggested to be held at Senior Center.
Would be open to all seniors for their questions and suggestions. Jim
and Barbara will compile a list of senior issues to be presented at this
forum.
Barbara and Marjorie will meet with Senior Center Council to discuss
possible co-sponsorship of the event.
J. Liaisons — Marjorie reviewed members' choices.
K. Liaison reports
1. OOA — Kay. State funding has been cut. More funding (20%)
requested.
2. RSVP — Kristin — No report.
3. City Line — Kristin — One call received in past month.
4. Aspen Club — Blanche
January 16 event a great success.
CARE has scheduled a meeting on February 7 to discuss
possible future events.
$10,000 in donations received from members.
February national Heart Month — various programs
scheduled.
Club offers free tax preparation.
5. FOA — Mae — No report
6. TRIAD — Fran
New officers elected
Suggest a mobile Frauds and Scams Conference to be
offered throughout county.
Files of Life, in Spanish, packets at Aspen Club.
7. City Council — Fran
Curfew and heavy traffic discussed. No other pertinent
seniorissues.
8. Friends — No Report
9. Media — Marjorie
Fran will write Pathways article for May -June issue.
VII. New Business
A. Barbara suggested SAB send a letter to all Boards and
Commissions informing them of Board's involvement in IYOP.
Kay and Marjorie will compose this.
B. Leizislation
Marjorie has contacted Senator Campbell's office about the older
American Act. Its renewal is in continuing resolution.
Jim will follow up on Colorado House Bill 1166 concerning
increase in allowances for nursing home patients.
