CITY OF FORT COLLINS TRANSPORTATION BOARD Meeting Minutes October 15, 1997 Tim Johnson, Chair Mark Egeland, Vice Chair Mike Byrne, Council Liaison The meeting of the Transportation Board began at 5:50pm, Wednesday, October 15, 1997 at the Council Information Center, City Hall, 300 LaPorte Avenue, Fort Collins, Colorado. Board members present were: Paul Valentine, Sarah Frazier, Paul Perlmutter, Steve Hanna, Chris Ricord, Tim Johnson, Dan Gould, and Ray Moe. Staff members present were: Eric Bracke, Gary Diede, Randy Hensley, Kathleen Reavis, Susanne Edminster, John Daggett, Ron Phillips, and Tom Frazier. Minutes were approved for the September 17, 1997 meeting. ACTION ITEMS: is1. Train Speeds: The Board discussed the boundaries impacted by the change in speed and the potential traffic/pedestrian conflicts that could occur with a change in the train speed. If the City is to negotiate with the Burlington Northern RR on the Mason Multi -Modal Corridor, maybe this change in speed should be used as a negotiation tool. The Transportation Board voted 6-2 to support the change in train speed from 15 mph to 20 mph in the Mason/Lincoln corridors. The City should make BNRR aware of the needs for the multi -modal corridor. Paul Perlmutter did not support this vote. He felt nothing was demonstrated showing the corridor was safer with the increased speeds; there are many issues that need to be resolved with the railroad concerning the corridor. 2. 2020 Regional Transportation Plan: (items that passed) Transit: combine items 2, 8, 16, 23 and the new project will be placed in the #2 priority position. New capital co:,ts would be $32,500,000. Highway: move #9 project to 95. Bike/Pedestrian: Move priority #3 to #2. Rail: no changes. is Mobility Projects: no changes. DISCUSSION ITEMS: 1. Board Reports Homecoming Parade: there was good participation and the Transportation portion did very well. The Board should send a letter to the Olander group for a good performance . Fleet Air Quality: the City is participating in improving the fleet emissions program via the Clean Air program. Many other agencies from the area are actively participating. If you want more information or want to participate, contact Sara Frazier. Stakeholders Meeting: Tim Johnson reported on the Transportation Alternatives Feasibility Study. A copy of the report was provided to each Board member. Transportation Financing Committee: Tim Johnson reported on the status of the subcommittee looking at financing. There has been no meeting of the Transportation Advisory Committee formed by the City Manager. When the committee meets, Tim will provide them with information on the Transportation Board's support for the Street Oversizing Fees. 2. Staff Reports Air Quality Survey: Ron Phillips commented on the Air Quality Survey. There is a council work session on November 25th on the Transportation Alternatives Feasibility Study and the Transportation Board is invited. Ron Phillips reported on the November 4th election issues. Ron urged everyone to vote. NEXT MEETING: Wednesday, November 19, 1997 AT 5:30PM...
