Call Meeting to Order:
Meeting was called to order at 2:07 p.m. by Vice -chair, Maxine Yankey.
1. Program:
• Ted Sheppard, Chief Planner with the City of Fort Collins spoke on a purposed 30
unit, 5 story apartment building on the east corner of the Senior Center parking lot.
Parking for tenants will be primarily under the structure. There will be surface
parking for 58 cars used for guest parking. The project is in the very early stages of
planning and the City is not sure whether the development will happen or not. Public
is welcome to attend any neighborhood meeting to learn about the development and
to express concerns that they may have. SAB requested their name be put on mailing
list to be notified of the neighborhood meetings.
• Cindy Thomas gave a presentation on the Friends of the Senior Center. Cindy
defined the group as friends of the older adults in the community and the center that
houses their programs and activities by being an ally, a comrade, and a group who
supports the cause. The organization collaborates with the staff at the Senior Center
to identify needs to enhance amenities and programs available. These volunteers are
citizens, business leaders and professionals in the Fort Collins community. The
organization helps the Senior Center primarily in two ways. The first way is to
develop an annual funding goal using a wish list developed by the staff and members
of the Center. The organization then raises money through donations and fund raising
activities to meet this financial goal. The fund raising activities are usually Casino
Night, Cemetery Crawl, Golf Tournament and Craft Fair. The second way in which
the organization supports the Center is by building supportive funds. The Friends has
established an endowment fund at the Foundation Serving Northern Colorado. They
currently have approximately $18,000 in this fund and hope to build it to $1 million
in order to provide for ongoing support for maintenance and operation. Additionally
they invest a significant amount of the money that they raise so that they will be able
to fund more needs in the future. Additionally, the Friends holds funds for special
programs such as the Travel fund, Art fund, Senior Council, and Women's Gathering.
Anyone wanting to become a member of the Friends needs to fill out an application
and pay $10.00 in dues.
Steve Budner gave a presentation on the Recreation Fee Policy and budget process.
Steve explained the budget process and the increasing cost of operating the Senior
Center since the Center opened in 1996. The staff remains committed to providing
programs for older adults at the lowest possible fees. However, due to the reality of
meeting increasing costs and balancing the budget, there is now a mandatory
membership fee to participate in the program and many activities have had significant
fee increases. The membership program allows for many free programs for seniors
such as bingo, birthdays, cards and games, and special interest groups like SOAP.
However, due to the limitation on the subsidy from the City and rising costs, there is
not as much flexibility in the budget and fees have increased.

None
3. Barbara introduced Don Redabaugh. Don has been appointed by Senior Council and will
complete Dorothy Miller's term following her resignation.
4. Correspondence:
■ Human Rights Office sent an invitation to the Multicultural Community retreat which
will be held on April 5 & 6, 2002. Mike Buderus indicated interest in attending but is
not available at that time. He will contact the office to find out when the next retreat
will be held.
■ New consulting group in town called Care Coordination Consulting Group . Care
Coordination Consulting Services has been designed to provide assessment, planning
and evaluation for individuals with serious and complex medical conditions. The
goal of this group is to improve continuity and quality while reducing costs.
5. Approval of Minutes: A correction was made to Guest Eileen Strouss which should
have been LeAnn Strouss. Also the spelling of Diane Heath was incorrect and should be
Dianne Heath. Mike made a motion to accept the minutes with corrections. Dianne
seconded. Motion passed.
6. New Business:
All new business was tabled to next meeting because there wasn't a quorum to vote.
7. Old Business:
Nomination for Human Relations Award: Barbara nominated Dean Miller for the
Human Relations Award. James Downey will write the application.
New West Fest: Tabled to next meeting.
211: Information is being distributed to the community about this new service which
will provide information and referral for services and resources for the elderly. Will
keep the SAB aware as this new program comes on line.
6. Liaison Reports
• AARP - James Downey — Regular meeting will be held on March 21, and
will feature a speaker on identity theft. Senior Day at the Legislature will be
held on March 20s.
• RSVP — Dean Miller — Dean met with Julie Hartman with VOA. Julie and
Dean discussed the possibility of bringing on more agencies to increase
opportunities for senior volunteers through the implementation of a Life
Review project. The early indication is that this could be done through
Friendly Visitor program, Senior Companion Program, Telephone Friends,
Chat Group Leaders, etc.
• Affordable Housing — Mike Buderus — Mike indicated that we no longer have
a member interacting with this service. He will contact them to get
information on their activities.
• Office on Aging — C. Dean Miller — Advisory Council Meeting was held on
2/14/02. There was a lot of concern expressed regarding uncertainty about the
funding for transportation for senior adults. Dial -a -Ride is reviewing or
reconsidering their fee structure and may move to qualify riders.
