HomeMy WebLinkAboutCommission On Disability - Minutes - 04/09/1984 (2)COMMISSION ON DISABILITY M I N U T E S COMMISSION ON DISABILITY April 9, 1984 The regular meeting of the Commission on Disability was called to order by Chairperson Bobbie Guye at 6:45 on Monday, April 9, 1984, in the Old Firehouse Building, 232 Walnut Street, Fort Collins, Colorado. Members Present: Eldon Decker, Bobbie Guye, Charlotte Kanode, Tim Kientz, Rosalie Smith, Penne Thomas Members Absent: Pat Crist, Betty Pidcock, Nancy Jackson, Betty Shuey, Rose Kreston City Staff: None present Guests: Bill Way, DAV Approval of Minutes Charlotte Kanode moved that the minutes be approved as written. The motion was seconded and passed. Liaison Reports SAINT has moved offices to the new transportation facility on Trilby Rd. The phone number is now: 221-6621. Service has been extended to include weekend and evening transportation for handicapped clients who can manage transfers from wheelchair to car. The Uniform Building Code has passed first reading by City Council and it is anticipated it will pass as written. This includes items of special interest to handicapped, as outlined in previous minutes. Nancy Jackson is visiting the Loveland Handicapped Advisory Board meeting to inform them of the functions of the HID and give them an idea of the Fort Collins COD'S experience in gaining input into the Uniform Building Code. The Loveland Board is still working on improvement of handicapped parking signing. They have made application to the Office of Human Development to try to obtain the desired lift for the Community building. Commission on April 9, 1984 Page 2 Dis•lity Minutes Recent review by the Loveland Handicapped Advisory Board of four sets of building plans has resulted in these recommendations: Retail store warehouse -- acceptable Remodeling at 1st Presbyterian Church -- not acceptable Colorado Steel and Wire -- not explicit enough CTL Office building -- OK except for need for more curb cuts The board is looking into the high fees involved for a handicapped golfer who makes use of her own cart on the Loveland City Course. 504 Legislative Campaign Committee Rose Kreston, Nancy Jackson and Bobbie Guye attended a meeting on March 28th regarding 504 compliance by various City Departments. Reports were presented from each department and are available for review -- most on file with these minutes, not attached. Bobbie Guye introduced a request for the Commission on Disability to review plans for new buildings, both public and privately owned, which are to be available for public use. She stressed the need to have input during the planning stages to adequately meet the needs for handicapped accessibility. The questions of who might be involved in such reviewing was raised at the City meeting and was also discussed by COD. Bobbie knows of two persons who might be available to assist the Accessibility Research Team in this matter; one person is an Architect who happens to be on the LCA Board, and the other is the designer of the HIO-sponsored independent living center. It was agreed that we would need a small group of people with real expertise in order to take advantage of this promising possibility. Bobbie reported that the idea of reviewing plans received a very favorable response at the City meeting. A Building Code Committee member will contact COD to follow up on this. Transfort reported at the compliance meeting that the next three buses on order will come equipped with lifts. These will go onto existing routes but the exact assignment of service should have input from the handicapped community. The matter of curb cuts was also brought up at the City 504 Compliance meeting. $5,500 in CDBG funds have been approved for cuts and ramps. COD worked out a list of priorities which went to the City. The final list is due out some- time this month. Bobbie asked for a chance to review this list and Rose Kreston strongly urged review of the ramp design by a handicapped person. Charlotte Kanode did report that work has progressed so that the moving of the office and creation of new entries appear imminent. Citizen's Transportation Advisory Board Bobbie sent a letter to Ken Sylvester on March 9th regarding the formation of the Advisory Board. In Ken's response of March 26th, he stated that they were still recruiting the Senior Citizen representatives and that those contacted so far had been unable or unwilling to serve. They hope to have a full board formed by May. Charlotte Kanode said she will be willing to serve as a Senior; and Ken Sylvester will be so advised. Update on ABRF Applications The Housing Authority unit at 311 Whitcomb has been completed. The Stevens have decided not to move in so we now need another qualified occupant. Architectural Barrier Removal Program now stands at: $9,000.00 -- Equipment Fund 6,897.56 -- Architectural Barrier Removal Funds 401.86 -- COD Administration Richard Nolte's Memo -writer has been received at a cost of $120. Nancy Jackson reported to Diana Royval that Wanda Waugh and husband are both currently employed and not interested in pursuing their application at this time. A new application has been received from Sulema Poole on Sombrero Lane. She has rheumatoid arthritis; has an artificial hip joint and severely limited use of her hands. She lives alone and uses an electric wheelchair. The request includes enlargement of the bathroom door, replacement of a tub with a walk-in show- er and installation of an outdoor ramp. She estimated costs at around $2,000 but COD members felt $5-6,000 is more realistic. Diana Royval will be investi- gating regarding income guidelines. Charlotte Kanode moved that if Ms. Poole passes income guidelines that the grant be made. The motion was seconded and carried. New Business Bobbie Guye submitted a bill for $21.48 for the Handicapped Newsletter mailing. Eldon Decker moved to approve the expenditure; the motion was seconded and carried. • Commission on Disfility Minutes • April 9, 1984 Page 4 A recent newspaper article featured a CSU Professor who has designed accessible facilities at the new Rolland Moore Park. All agreed to invite him to be our guest at the May meeting so that we can learn more about his work. Miscellaneous Announcements On Monday, April 30th from 1:30 to 3:30, a workshop will be held on gardening for the handicapped. The speaker will be Judi Carrier from the Denver Botanical Gardens. Call HID for more information. The Colorado Coalition for Persons with Disabilities will be holding an all -day workshop on May 16th at the Northolenn Holiday Inn. Participants will include employment professionals and disabled job seekers as well as potential employers. Features will include a film fest, recruiters' booths, recreation opportunities and adaptive equipment displays. Bill Way announced that the Boy Scout Troop #500 at Foothills -Gateway is in need of a leader. Notice will be put in next month's Handicapped News- letter and COD members will be alert to potential leaders. Eldon Decker announced that 11 of the 20 who began the Computer Course have completed it. The Hewlett-Packard teachers did an excellent job. Bob Whitlock has moved into Braille writer/computer tie-ups and Eldon met a woman who is another possible source of help in this area. Adjournment There being no further business, Eldon Decker moved that the meeting be adjourned at 8:20 p.m. The motion was seconded and passed.
