HomeMy WebLinkAboutCommission On Disability - Minutes - 07/09/1984CITY OF FORT COLLINS COMMISSION ON DISABILITY M I N U T E S COMMISSION ON DISABIL July 9, 1984 The regular meeting of the Commission on Disability was called to order by acting Chairperson Nancy Jackson at 6:50 p.m. on Monday, July 9, 1984, in the Old Firehouse Building, 232 Walnut Street, Fort Collins, Colorado. Members Present: Nancy Jackson, Tim Kientz, Betty Shuey, Rosalie Smith Members Absent: Eldon Decker, Bobbie Guye, Charlotte Kanode, Betty Pidcock, Penne Thomas City Staff: Diana Royval Guests: Bill Way of DAV LIAISON REPORTS The Loveland Handicapped Advisory Commission approached Mc Donald's in Loveland and the management has agreed to put in a ramp at their fast-food establishment. The Youth Services Bureau Building will also get a ramp and remodeling of the restrooms. BUILDING PLANS REVIEW Building plans are being made available for review by C.O.D. members on Thursday afternoons of every other week. The reviews have been centered on possible problems of accessibility related to stairs, bathrooms, parking, walks, etc. At present only hand-written notes have been attached to the plans. It was strongly felt that C.O.D. needs to develop a more systematic approach which will include a means of keeping track of the recommendations made (including citing of appropriate ANSI sections where applicable), and making provision for responses and feedback from the Building Inspector and possibly further follow-up. It was suggested that we approach Councilman Ohlson regarding what he thinks might be the best means of follow-up; this is especially necessary and appropriate in plans for public projects, such as the new park at "The Landings" which was reviewed and found to have several problem areas. Fort Collins, Colorado 80522 • (303) 221-6758 Commission on Ability • Minutes - July 9, 1984 Page 2 Copies of the letter to Barnes are to be sent to Councilman Ohlson, Felix Lee, Chief Building Inspector, and Verna Lewis, chairperson for the City Coordinating Committee on Section 504 Regulations. 504 LEGISLATIVE COMMITTEE Nancy Jackson presented history, newspaper coverage and information regarding the new State office building in Fort Collins which has only an outside ramp for access to the second floor. Job Service has moved into the building and Voc Rehab is in the process of moving. It is possible that the outdoor ramp has been repoured to meet ANSI standards for a 1/12 grade instead of the original 1/8 grade. Continued pressure by letters will be appropriate to work toward true accessibility of this public building. Jackson has sent a letter from the 504 Committee to Osprey Homes regarding the problems created by a raised threshold at the entrance to "Buffie's", a new restaurant on Laurel Street. PLANS FOR THE NEW SWIMMING POOL The plans for the new swimming pool have been reviewed and found deficient in many ways for handicapped accessibility. Specific problems include: building itself is not accessible, no pool access provided, no pool depth under four feet except much more shallow in wading pool, locker room in a "maze" design, no private shower and dressing facilities, no possible handicapped access to spectator area which serves both pool and ice rink. Betty Shuey commented that a color contrast at the edges of the pool will make for much better visualization. There has been considerable interest shown in including a warmer therapeutic pool in the facility. A meeting was held to explore needs and possibilities for this. Present at the meeting were: Barbara Schoenberger, Suzy Danford, Elva Alden, Charlotte and Bill Kanode, Diana Royval, Nancy Jackson, Bobbie Guye, Rose Kreston, and Betty Pidcock. Jean Helburg of the Parks and Recrea- tion Department has responded to the group and requested further information regarding potential users and physical specifics of such a pool. It is strongly felt that C.O.D. needs to keep pursuing this, coordinating efforts with therapeutic pool advocates so that we have the best resources for positive action in the critical planning stages of the pool. HANDICAPPED ACCESS RAMPS Some of the new access ramps are now being done, but the City is still open to input regarding other locations. Jackson had lists from herself and from Rose Kreston, including mention of the City Hall West ramp and the ramp to the con- cession stand at the Rolland Moore Park baseball area. Diana Royval pointed out that private buildings which have need of ramps can also be brought up. The owners will be approached by the City and if cost is a deterrant, the City can go 50/50 for needed changes. Betty Shuey mentioned that Transfort is planning to install three new shelters on Route 5. Accessibility needs to be considered before the shelters are completed -- including adequate ramps to get to the shelters as well as to the bus loading area (in anticipation of the eventuality of lift -equipped buses). Commission on Ability • Minutes - July 9, 1984 Page 3 Diana Royval will compile a list and send to Tom Gathmann, City Engineering Department, of access ramp needs with the following priorities: 1. Downtown area -- including a complete route from CSU to downtown; 2. Library -- total accessibility, including street repairs; 3. Hospital -- especially on the west side of Lemay; 4. Oakbrook to Foothills Mall. ELECTIONS In the absence of the a quorum the elections were deferred to the August meeting. TRANSPORTATION ADVISORY BOARD Betty Shuey attended the recent meeting. The Board is working to establish guidelines regarding their role and the best ways to implement their advisory function. They have hopes of moving soon from getting information after the fact to being involved at the planning stages for increased input. The pro- jected buses with lifts seem to be on "hold" for the present because of changes in Federal regulations. ABRF APPLICATIONS Application from the Coopers has been approved and the work is in process. Carpeting the walls as wheelchair bumper, one bedroom grab bar, and additional sink splash will total about $650. After lengthy discussion of the Loretto Bishop application, it was decided to deny the grant because it appears highly problematic that the alterations to kitchen cabinets would truly solve her allergic problems. Further, there seemed to be good possibility of family or herself providing the desired changes. Application was received from Mollie Dickson for two grab bars in her hailer house on North College. This was approved for a grant. Application was recieved from Mr. & Mrs. Carper for an outside ramp for their house. They are over income limits for a grant. C.O.D. decided to suggest matching funds, get an estimate for the job and cover one-half or up to $400 of the cost. Diana Royval will so notify the applicants. COMMITTEES FOR MAYORS AWARDS BREAKFAST Committee selections were tabled until the August meeting. The July minutes will go out to C.O.D. early and include a brief letter enumerating last year's committees and urging members to do some advance thinking for this year's event. Commission on ability Minutes - July 9, 1984 Page 4 NEW BUSINESS City of Fort Collins CDBG hearings are scheduled for July llth and 12th. A five-minute presentation and five-minute question period regarding ABRF request for $20,000 will be included on July 11th. Nancy Jackson will re- spond for C.O.D. Following the passage of House Bill 1477 some local builders, through their attorney, are requesting a meeting with members of the disabled community and other interested persons. Lucia Liley and Peggy Rolfes have set up a meeting for July 16th at 10:00 a.m. in their offices in the Robertson Building. The purpose of the meeting is to make plans for regional imple- mentation of 1477 since the legislation itself does not provide much in the way of specifics. Fort Collins Health Club is working with "Let's Ride" for a fund raiser coming up soon. The event will be a Triathon featuring running, biking and swimming. There will be special events for handicapped participants. Contact Bobbie Guye with any ideas for types of events or if you wish to participate. MISCELLANEOUS ANNOUNCEMENTS On.December 1st and 2nd there will be a Post -Polio Conference in San Francisco. More information is available from Nancy Jackson. LaPorte Avenue, during national "Employ the Handicapped" Week. It is therefore imperative that we each consider in what capacity we can best serve to facilitate the planning and execution of this very important event. Following is a list of the various committees from which I would like to re- quest all COD members choose at least one or two, and be responsible for ini- tiating the duties of each. I believe those duties are fairly self explanatory, but if you have any questions, please feel free to call me at 484-5417.
