HomeMy WebLinkAboutCommission On Disability - Minutes - 10/08/1984M- INUTES COMMISSION ON DISABILITY MONDAY, OCTOBER 8, 1984 The regular meeting of the Commission on Disability was called to order by chair- person Bobbie Guye at 6:40 P.M. on Monday, October 8, 1984, in the Old Fire Station, 232 Walnut Street, Fort Collins, CO. MEMBERS PRESENT: Bill Bertschy, Bobbie Guye, Nancy Jackson, Charlotte Kanode, Tim Kientz, Betty Pidcock, Betty Shuey, Judy Siefke, Rosalie Smith, and Penne Powers Thomas. MEMBERS ABSENT: Eldon Decker CITY STAFF: Diana Royval MAYOR'S_ AWARDS_ BREAKFAST_ Because some of the COD members needed to leave the meeting early, discussion of the Mayor's Awards and Dorothy Lasley Memorial Breakfast was the first item on the agenda. As chairperson of the refreshment committee, Nancy Jackson read a list of food donations from various local merchants, indicating a wide variety of food items that will be available for the breakfast. They were: The Bagelman, 50 mini bagels; Jack -In -The -Box, carton of orange juice; Mercy Farms, coffee cake; Village Inn, ham; Cafe Columbine, cinnamon rolls; L'Aloutte, plain croissants; Dunkin' Donuts, blueberry muffins; Beaver's Market, fruits; Golden Pear Catering Service, fresh fruit platter; Rainbow Limited, sliced cheeses; Obydaas, loaf buns; Safeway Stores, jam, margarine, and cream cheese. Safeway also planned to furnish paper plates, napkins, plastic tableware, and tooth picks. Linen tablecloths will be loaned through CSU, and the city will con- tribute coffee, tea, cream, sugar, and drinking cups. Members of the COD were charged with being responsible for picking up the donated items and making certain they were delivemd, to the City Hall by 6:30 A.M. for the breakfast. Six nominations were received to be giver' awards: Robert Steele, manager of Steele' Market for employing the handicapped; Jerry Ravenscroft as chairman of the Larimer County Alliance for the Mentally Ill; Tom Kowalski, a counselor at Blevins Junior High School and a volunteer with the deaf and hearing impaired as an interpreter; Cindy Bean, education officer at the Humane Society for Larimer County, who initiated a Pets and People program and supports the "Let's Ride" horseback riding program for handicapped; Trudy Willy, member of the community treatment team at the Larimer County Mental Health Department, and therapist at Crossroads Safe House; and the Fort Collins Service League for its fund raising and financial support of Foothills Gateway Rehab- iltation Center, Julie Berardi, President. It was decided that each nominee would be introduced by a different member of COD, and assignments were thus made. All entries for the children's poster coloring contest have been received, and judging same by Tim Kientz and Betty Pidcock completed. The first and second place winners in each age categories will be notified by phone tomorrow, and invited to the breakast. Cash awards and certificates will be presented to them at that time. Bobbie Guye reported that five or perhaps six persons are scheduled to appear as panel members to discuss employment, and that Rosemary Kreston has consented to serve as moderator. Others include Erich Kringel, Susan Strickland, Rick Keeton, and Keith Wilcheck. All the role players have not been confirmed as yet, but those who have defi- nitely accepted are John Pfieffenberger of the Triangle Review, and Felix Lee, chief building inspector, both of whom will be in wheelchairs. Other possibilities in- COD OCTOBER 8, 190 MEETING MINUTES - P. 2 0 clude Bob Lee, director of streets and traffic; John Feeley of the Coloradoan; Mike Powers, employee development; and Mike Herzig Partners for the role players will be Bobbie Guye, Rosemary Kreston, and Jeff Dietz for wheelchairs, and Kevin Utter, a blind CSU student. Bobbie said she would contact Jack Peverly at Northern Medical concerning providing wheelchairs; Diana Royval will bring her husband's shooting range ear covers for hearing impaired simu- lations if needed; Charlotte Kanode can provide an extra cane and goggles for vision impaired; and Bobbie has some dark goggles which can be blacked out for blind simu- lation. Diana Royval volunteered to letter the awards certificates, which will not be en- closed in frames this year, and to make name tags for COD members, awards recipients, role players, and panel members. Bill Bertschy is assigned to take care of the guest book and hand out name tags. Rosalie Smith and Robbie Guye are working together to coordinate Care -A -Van for transporting people both to the breakfast and for the rest of the day as neces- sary. Diana Royval reported the city is asking a $60 charge for taping the video wrap-up session at the end of that day. It was determined there is sufficient fund- ing to pay it, but Bill Bertschy suggested he look into the matter to inquire if the charge could be waived. A display of adaptive equipment is to be set up on a separate table at the breakfast. Charlotte Kanode will bring various items for visual impairment aid, and Nancy Jackson said she would contact Diana Brown at PVH to request some speech aids. As chairperson of the COD, Bobbie Guye will write thank you letters to all those who supported the breakfast activities. APPROVAL OF MINUTES Nancy Jackson made a motion that the minutes for the September 10, 1984, meet- ing be approved with the following corrections: On page 2 under building plans re- view, the Bed and Board and Helmshire Inn are one and the same; also on page 2, under Accessibility Research Team, rooms large enough to maneuver a wheelchair be considered an accessibility feature, while automatic doors be classifed as adaptable. The motion was seconded and carried. LIAISON_ REPORTS Bobbie Guye reported that the Mountain Bell Consumer Panel will meet on Tues- day, October 9, at noon in the Hotel Boulderado in Boulder. The panel plans to discuss local telephone rates and to form an Ad Hoc Committee to help formulate a long range pricing approach. The Loveland Handicapped Advisory Commission has outlined the following goals to be striven for: 1. Establish a satellite office of the Handicapped Information Office in Loveland; 2. Develop an alternative transportation plan for the handi- capped population there, perhaps patterned after the S.A.I.N.T. program now operat- ing in the Fort Collins area; 3. Promote installation of elevators in the Public Library and Community Building; 4. Encourage installation of curb eccess ramps in a wider area of the city. The group also remains actively involved in reviewing building plans. The Community Development Block Grant Citizen's Steering Committee is scheduled to meet on Thursday, October 11, and Bobbie Guye will attend as co -chairperson and COD representative. The Larimer County Association of the Blind and Physically Handicapped plans to sponsor a fund raiser on Sunday, October 21, 1984, at City Park. Proceeds from the event will be used to help cover expenses for sending a delegate to the annual convention of the National Association of the Physically Handicapped, and to pay COD OCTOBER 8, 1984, WING MINUTES - Page 3 • incidental needs for the association's social events, such as the annual picnic and Christmas party. 504_LEGISLATIVE_CAMPAIGN COMMITTEE Nancy Jackson informed the Commission that she, Rosemary Kreston, and Victor Beebe, Jr., had reviewed the city's transition plan for compliance with Section 504, and sub- sequently sent a letter to the city with their recommendations. Verna Lewis, assistant city manager and chairperson of the transition plan committee, responded with a memo noting the suggestions, and said they would be considered. BUILDING. PLANS._ REVIEW Building plans recently reviewed included Taco Bell, Harmony Cove, St. Elizabeth Ann Seeton Catholic Church, The Boardwalk, and City Hall East. ACCESSIBILITY_ RESEARCH TEAM The committee which was formulated as a result of the public hearing concerning accessible housing within the county, met on Wednesday, September 12, 1984, at the REA Building on South College. Victor Beebe, Jr. presided as chairman, and Bobbie Guye as secretary. Chief building inspector Felix Lee revealed that after careful study of the ANSI standards, he was of the opinion that the requirements were not that unreasonable, and he thought building contractors would not be so opposed to them if they were better educated. Currently, contractors are equating building code stipulations for public buildings with residences, so some explanations are needed to clarify the situation. Felix said he would make up a memo refining the ANSI standards and send to committee members plus to Lucia Liley,local attorney representing local building contractors, as well as to county officials, and ask for their response. TRANSPORTATION_ADVISORY_BOARD As COD representative to the Citizen's Transportation Advisory Board, Charlotte Kanode stated the group had not met this month. ABRF_APPLICATIONS A new application was reviewed which had been submitted by Suzie Raubach, a visit- ing nurse, on behalf of Carl Neergaard, requesting a tub lift since he and his wife are severely arthritic and meet income guidelines. Betty Pidcock made a motion that the application be approved. Motion seconded and carried. The second application reviewed was from Natalie Sanchez, a 73-year-old woman with arthritis, who had previously received a tub lift from funds granted by COD. Her cur- rent request is for some weatherization on her rented home and better accessibility through her bathroom door. It was decided that Diana Royval should consult with Mrs. Sanchez' landlady, Maria Rubel, about the situation, and suggest that Mrs. Sanchez might be eligible for the Senior Citizen's Weatherization Program. Charlotte Kanode made a motion to that effect, plus that ABRF monies be allocated for bathroom modifications if deemed necessary, and if the owner would accept a lien against her property. Motion seconded and carried. ANNOUNCEMENTS. The Quota Club is selling tulip bulbs to raise funds to benefit the hearing im- paired. Anyone interested should contact Mildred Johnson or the Handicapped Informa- tion Office. .
