MINUTES
COMMISSION ON DISABILITY
August 10, 1987
The regular meeting of the Commission on Disability was called to order by
Chairperson Arne Andersen at 6:40 p.m., in the CIC Room, City Hall West, 300
LaPorte Avenue.

Because of lack of a quorum, the minutes from the July 13 meeting were
accepted as written. The minutes will be approved at the September 14
meeting.
NEW BUSINESS
Arne announced the resignations of Sharon Winfield and Betty Shuey.
Arne reported that the Community Development Block Grant Program's Citizens
Steering Committee has requested a representative from the Commission on
Disability for FY 1987-88. Bobbie Guye has been the COD's representative
for FY 1986-87, and Arne will ask Bobbie if she is interested in serving
another year; if not, he asked interested COD members to consider serving.
Plans Review Committee
Jackie advised that plans review meetings have been poorly attended and
suggested the possibility of reducing the meetings to an on -call basis.
Rose Kreston supported this concept since the City is currently meeting the
building code requirements and Building Inspection has been educated to
catch violations when plans are reviewed. The COD agreed it is important

that finished projects also be in compliance. It was suggested that a
meeting be held with all City staff involved in the review process in order
to develop better communication.
Pottery Studio Bathroom Addition
Steve White, Facilities Project Manager, presented plans for a bathroom
addition to the Pottery Studio for COD review. The COD had questions about
the height of the sink, types of faucet levers, grab bars, door width,
signage, height of the light switch, type of floor covering, and the door
handle. Mr. White advised the bathroom would be unisex since men's and
women's bathrooms had been estimated around $20,000 and it would cost $5,000
for a unisex bathroom. The bathroom will have a 60" radius, the sink would
be 2'10, there would be one handicapped curb cut and parking space in front,
and the floor would have vinyl covering. The COD accepted the plan for the
bathroom addition with the following recommendations:
1) Long faucet handles for easier grasping ability;
2) 48" height light switch, which is the standard height;
3) Long door handle, similar to the faucet handle;
4) Signage to be reviewed at a later date.
The COD agreed they would like to be involved in the final inspection of
this project.
Handicapped Access Parking Space
Dick Valdez, City Engineer, reviewed the meeting of Wednesday, July 22, when
COD members toured the downtown area for location of a handicapped
accessible parking space in the 100 block of College Avenue (west side).
Two locations were discussed and after looking at the pros and cons on the
two sites (copy attached), the COD and Mr. Valdez concurred that the
parking space should be located at 135 S. College Avenue.
Mayor's Awards Breakfast
Since committees were still in the process of meeting, Arne asked that they
report at the September 14 meeting.
ABRF UPDATE
Jackie reported there had been no new applications received over the month
for both the Disabled Equipment Program and the Architectural Barrier
Removal Program.
Meeting adjourned at 8:20 p.m.
