HomeMy WebLinkAboutCommission On Disability - Minutes - 03/13/1989C&,k COMMISSION ON DISABILITY MINUTES MARCH 13, 1989 Co -Chairman Carol Rice called the meeting of the commission on disability to order at 6:30 p.m., in the C.I.C. room, 300 LaPorte Avenue. MEMBERS PRESENT: Carol Rice Nancy Jackson Greg Funk Nancy Cisar Roy Beauchamp Shirley Reichenbach Gary Nation Arne Andersen Heather Heafer MEMBERS ABSENT: Barbara Guye STAFF PRESENT: Debra Kaestner Debbie Zeigler APPROVAL OF MINUTES The minutes of the February 13th meeting were approved with changes. Shirley Reichenbach had worked with the police department over the past month on establishing a parking enforcement committee. Copies of the policies from Colorado Springs and Broward County in Fort Lauderdale, Florida are being used for ideas on the Fort Collins policy. The police department suggested sched- uled patrol on certain days, used for private parking areas only. Violation notices could not be issued on city streets, or be given at random, only on designated days. The police department thought it was a good idea to revise the card that is being used now to make people aware that they are parking in spaces designated for the handicapped. Nancy Jackson questioned who would be responsible for payment on reprinting these handouts. Disabled Resources paid for them last time. Shirley was under the impression that the police depart- ment would pick up the tab. This will be checked out. There was a discussion on raised handicapped signs. There is a need for them to be standardized. Roy Beauchamp said when he calls the police about someone parking in a handicapped space, the police will not respond unless both signs (the sign painted on the ground and the raised sign) exist. Nancy Jackson wrote a letter to the Armadillo regarding the snow pile in the only handicapped space provided. Management not only informed the snow removal people they had hired, but they added another handicapped space. Everyone thought it would work great. ACCESS INVESTIGATIONS Western Sizzlin Steak House - The accessible stall in the women's bathroom is not deep enough. Debra pulled the plans and said that it had been missed in plan check. She is going to write a letter to the manager asking for com- pliance. Larimer County Courthouse - At the request of the Larimer County Facilities Manager, Shirley Reichenbach checked out the ladies restroom on the northeast side (which are not designated handicap accessible) of the courthouse and by the snack bar (which are designated accessible). She wasn't able to get into any of the stalls and close the door. Roy Beauchamp had originally talked with Larimer County and he will report back to them. Jefferson Street Grill - Shirley Reichenbach will check out this month. It was questioned whether there was handicapped parking. The building is acces- sible, but the dining area is surrounded by stairs. NEW BUSINESS Nancy Jackson told the Commission that National Employ the Handicap Week has been changed to National Disability Employment Awareness Month which will occur in October. Nancy also informed commission members about S.B. 121 - Colorado Disabled Telephone Users Fund. She handed out the attached summary. It has passed Senate and will go to the House. John Ulvang didn't support this bill. Right now they are lacking approximately three yes votes. Nancy asked that anyone interested please call any of the following people and it might make a difference. COD Minutes Page 3 Debra Kaestner announced Designs by Cristine - a mail order catalog for han- dicap clothing. This is a business that just got a home occupation license and she gave everyone the address and phone number in case they were inter- ested. Debbie Zeigler reminded everyone to read Brian Maroney's memo to Steve White before the April loth meeting. ' • The Colorado Disabled Telephone Users Commission is established to oversee the fund and to approve the monthly charge applied to telephone lines. They are also charged with conducting the study on how best to meet eauipment needs for those with special needs. • Eleven members are appointed to the Commission by the Governor for three year terms. Membership includes telephone disabled consumers, representatives from telephone companies, the business community, senior citizens, the Public Utilities Commission, and the Department of Social Services. • The relay system will he nona�'ed by the Division of Telecommunications in the Deparuaent of ?.dministrat ion, under the direc-lion of the Commission. • Administrative costs incurred by rho Di'di lion of Telecommunication: or the Department of Social Services for the purpose of imp] p.nenting rhis hill and mainraining the programs shall be reimbursed from tht• fund.
