The minutes of the May 14, 1990 meeting were unanimously approved.
OLD BUSINESS
Snow removal action plan -
Debra Kaestner discussed the attached action plan and asked for an
endorsement from COD. Nancy Jackson questioned why we were
targeting service clubs and couldn't see that these people have
direct control of snow removal. She thought property managers and
snow removal contractors needed to be singled out for presentations
but had doubts that contacting service clubs was the best use of
our time. Debra Kaestner said being business people, they
generally own businesses that contract for snow removal. Shirley
Reichenbach said increasing pool of people that have knowledge
about the problem would justify informing service clubs. Arnie
felt it would be increasing the level of awareness. Roy Beauchamp
said we should have a press release for the media stating that COD
is available for a presentation and let those who are interested
contact us.
The Commission weighed ideas of having an open house vs. attending
service clubs with short slide shows.
John Ruiz and Andrea Reiger with the Street Department explained
the priorities of their department.
Priority #1 - Keep emergency routes open for Police, Fire and
Ambulances. Arterial streets i.e., Lemay, Tafthill

Priority #2 - Collector streets - Collect traffic and funnel to
other streets i.e., Stover, Stuart
Priority #3 - School access, bus routes, school crossing areas
They do ask that citizens shovel their walks within 24 hours of a
snow storm and do provide public education regarding shoveling of
walks. If the city buries a walk while plowing a street, they will
go back and remove it.
Debra Kaestner asked if the Street Department took requests for
snow removal if a particular intersection or street is bad. John
Ruiz said yes they will see to the requested area as soon as
possible. He and Andrea went on to explain the snow storm in March
was a unique snow storm. It was heavy and wet, therefore needing
special equipment. They both felt people are not aware and an
education program would be the best way to approach the problem of
snow shoveled into handicapped spaces. Andrea suggested looking
at the slides and finding the owners of record of the properties
in violation and contacting them directly.
Andrea said the city is putting together a brochure for snow
removal contractors and they included a paragraph regarding
handicapped parking snow removal also. John Ruiz said the city
would like to help out on educating the public. He also suggested
using the media, fliers to be included in utility bills,
advertisements on grocery bags or milk cartons. Andrea said they
will mention it to the bid list contractors in the training session
they provide.
Arnie Anderson made a motion that he will chair a sub -committee to
develop a brief 15 minute seminar to present to service clubs and
others at their invitation. There will not be an open house. The
slides will be shown. Other barrier access problems will also be
discussed. Lori seconded the motion. The motion carried
unanimously. The sub -committee will prepare a paragraph for
utility billing insert and a cover letter from COD to go with
Streets' snow removal brochures to be sent to contracters and
property managers. Members of the sub -committee will be picked in
July.
It was requested that COD invite someone from engineering to a
meeting to discuss ramp cross slopes, ramp lips and painting.
NEW BUSINESS
Shirley Reichenbach will be calling COD members to determine who
is interested in being elected as an officer. Election will take
place in July.

Nancy Jackson made a motion for COD to write a letter to council
requesting an elevator in the city park center. The motion was
seconded by Shirley Reichenbach. Motion carried unanimously.
Nancy will draft the letter.
OTHER BUSINESS
Plan review and 281 ramp - Craig Kitzman, city engineer responsible
for the ramp program, came to the COD meeting asking for input on
a proposed ramp at 281 N. College. Mr. Kitzman said the north side
of the building would be the easiest to ramp but; because of
weather conditions in Colorado, they decided to work with the east
side of the building. COD members looked at the attached plan and
the consensus was that the ramp won't work. The cross slope would
make it impossible to turn onto the sidewalk when in a wheelchair.
The best way to make it a workable ramp would be to have an
intermediate landing, even though it would drop the walk where it
met the building. A ramp that ran parallel to the green area would
also work. Railings are needed for all proposals.
CDBG report - No report this month.
Tickler file - Drake and Lemay - a west ramp will be installed from
the island so that once you have crossed to the island to push the
pedestrian light, you can go on across from that point. (diagram
attached)
Library - Five minute parking signs have been posted at the
library.
College & Stuart - There is no curb cut. Crossing is impossible.
The meeting was adjourned at 3:20 p.m.
