SUMMARY OF MEETING: The LPC recommended designation of 1201 Laporte
Avenue to the City Council. The designation of 415 North Sherwood was pulled.
LPC approved changes to the south elevation of 321 E. Mulberry, and approved
sending a support letter for a State Historical Fund grant for 501 Stover Street,
the Dukes/Dunlap House. Staff apprised LPC that administrative approval would
handle a small change to a plan already approved by LPC for the dumpster
location at the Nix Farm Loafing Shed Project.
CALL TO ORDER AND ROLL CALL: Commission called to order by Chairman Bud
Frick at 5:30 p.m. at 281 North College Avenue, Fort Collins, Colorado. Commission
members Angie Aguilera, Agnes Dix, Alyson McGee, and Ian Shuff were present.
Heather Donahue and Earen Russell were absent. Carol Tunner and Karen McWilliams
represented staff.
GUESTS: Carole Stansfield, a former LPC member, was a guest at the meeting.
AGENDA REVIEW: Tunner added the following items to Other Business: (1) Request
for a support letter for a SHF grant for the Dukes/Dunlap House at 501 Stover Street;
(2) notification of administrative approval for the relocation of the dumpster pad at the
Nix Farm.
PUBLIC COMMENT: Frick asked if anyone present wished to address items within the
purview of the Commission, if the item did not appear on the agenda. There were no
comments.
MINUTES: Aguilera made a motion to approve the August 10, 2005 minutes as
submitted. Dix seconded the motion. The motion passed 5-0.
STAFF REPORTS: Karen McWilliams, Historic Preservation Planner, announced that
the Armstrong Hotel received the Governor's Award for Downtown Excellence from the
Colorado Community Revitalization Association. It won in the Design category and
received special recognition. McWilliams will represent the nominator, the City of Fort
Collins, in Durango, at the annual convention.
Tunner passed out the Georgia Historic Preservation Commission CLG report and
survey that she had received in an email from Dan Corson. He was referring it to the
Commission for education.

Tunner passed out a brochure pertaining to the recruitment of new board members.
Tunner also noted that the Colorado State Historical Society was hosting training in
Pueblo at the El Pueblo Museum on November 11, 2005. Tunner reminded the
Commission members that they were required to attend at lease one education session
per year.
Tunner passed out the article from the Alliance Review regarding signage as well as a
new LPC roster. Tunner noted that both Shuffs and Frick's terms were nearing
expiration. Shuff replied that he planned on reapplying for the Commission. Frick was
unsure about his reapplication.
Tunner introduced Carole Stansfield, a former LPC member, to the Commission.
Stansfield commented that she thought the LPC was doing a wonderful job.
Tunner informed the Commission of the CPI conference to be held on February 8th_10th
Tunner proposed to write a grant in order for the Commission members to attend the
conference. Commission members would only be responsible for food and
transportation. She urged at lease three members to attend.
COMMISSION MEMBER REPORTS: McGee mentioned an updated economic study
that is ready to be released, and wherein Fort Collins is highlighted in the report. The
study is funded by the State Historical Fund.
DESIGNATIONS:
1201 Laporte Avenue, Blanchard/Bates House and Garage - McWilliams introduced
Mike Sutton, the property manager of 1201 Laporte Avenue and representative for the
homeowners. Sutton found out about the incentives for landmark designation and
contacted the homeowners. Sutton stated that he supported historic preservation
efforts in Fort Collins.
McWilliams commented that the property at 1201 Laporte Avenue, including the house
and garage, was significant under Standards #1 and #3. McWilliams passed out
photographs of the property and gave a brief architectural description. The property,
according to McWilliams, is an excellent example of Classic Cottage architecture, with
very good integrity. McWilliams gave a physical description of the house and noted that
the house was built in 1902. The house includes a small rear addition. The garage has
excellent integrity, and would likely qualify for Landmark designation in its own right,
independent of the house. A building permit was issued in 1929 for the construction of
the garage. McWilliams gave a brief historical background of the property. The current
owners, Marian and Kurt Schwabauer, purchased the property in 1983. McWilliams
recommended that the property be designated under both Standard #1 and #3.
McGee made a motion to recommend the designation of the house and garage to
City Council. Dix seconded the motion. The motion passed 5-0.

CURRENT REVIEW
321 East Mulberry Street, J.M. Calvert House — Rehabilitation South Elevation —
Conceptual and Final Review: Tunner introduced Laura and Chris Jacobsen, the
property owners of 321 E. Mulberry Street. The Jacobsens have been restoring the
property since June of 2004 and they are currently working on the back (south side) of
the home. Tunner showed photographs of work already completed by the Jacobsens.
The homeowner gave a brief description of the project including leaving the hopper
windows and French doors as they are. They plan to low pressure wash the deck and
coat it with a preservative. There was a discussion regarding the paint colors. The
colors to be used are from the Benjamin Moore Historic Colors including body color -
Rosemary Sprig 2144-30, trim -Lancaster White Exterior Ready Mix, and accent -
Georgian Brick HC-50. They may darken the Rosemary Sprig a little to match a historic
sample color on a piece of wood they recovered.
Shuff made a motion to approve the proposal for 321 E. Mulberry Street as
submitted including the improvements to the south addition including clapboard
replacement, window treatments, and paint colors as discussed, and to include
the same paint scheme for the garage. Donahue seconded the motion. The
motion passed 5-0.
OTHER BUSINESS
Tunner stated that Mona Frayer, homeowner of the Dukes/Dunlap house, is submitting
a $24,000 grant to the State Historical Fund in the October 1 round. A support letter
from the Commission members is needed. McGee said she had a conflict of interest
and excused herself from the hearing. Shuff made a motion to support the proposal.
Angie seconded the motion. The motion passed 4-0. Tunner will prepare the letter for
the chairman's signature.
McGee returned to the meeting. Tunner commented on a proposed staff administrative
change pertaining to the relocation of the dumpster pad at the Nix Farm. It will now go
north of the barn but far enough away to be able to work on the barn. It can be done
administratively because it is a small change to an plan already approved by the LPC,
and it will not destroy or alter historic fabric.
