SUMMARY OF MEETING: LPC approved rehabilitating the 2nd and 3`d floor
windows on the Linden Hotel. A "Budgeting for Outcomes" presentation was
presented and 605 S. College Avenue, the historic Beebe Clinic, was
recommended.
CALL TO ORDER AND ROLL CALL: Commission called to order by Chairman Bud
Frick at 5:30 p.m. at 281 North College Avenue, Fort Collins, Colorado. Commission
members Angie Aguilera, Agnes Dix, Heather Donahue, Alyson McGee, and Ian Shuff
were present. Earen Russell was excused from the meeting. Carol Tunner represented
City staff.
GUESTS: Jay Stoner, Contract Owner and Lee Barker, Construction Manager, for 605
S. College Avenue; Dave Veldman, owner of the third floor and Kevin Murray,
proposed contractor for the Linden Hotel, 201 Linden St.
AGENDA REVIEW: McWilliams added 605 South College Avenue, The Beebe Clinic,
to the agenda for landmark designation.
PUBLIC COMMENT: Frick asked if anyone present wished to address items within the
purview of the Commission if item did not appear on the agenda. There were no
comments.
MINUTES: The August 24, 2005 minutes were approved as submitted.
STAFF REPORTS: McWilliams reported that she attended the CCRA Conference in
Durango for the Armstrong Hotel award. Tunner handed out copies of "Interpreting the
Standards" bulletins from the National Park Service website. The handout included a
series of 34 case studies. Tunner commented that the Saving Places Conference was
to be held on February 8-10, 2005 and she is preparing a CLG grant to send LPC
members to the conference. She needed to know if any of the Commission members
were interested in attending. Tunner presented a thank you noted from the
Schwabauers and Frick read the note to the Commission.
COMMISSION MEMBER REPORTS: McGee said that The Economic Benefits of
Historic Preservation in Colorado report was recently released.
CURRENT REVIEW:
605 South College Avenue, Beebe Clinic — Landmark Designation,
Conceptual/Final Review — presented by Jay Stoner, Contract Owner and Lee Barker,

Construction Manager; introduced by Karen McWilliams. McWilliams stated the
property was significant under Landmark standards 1, 2 and 3. The structure is an
excellent example of Art Moderne architecture, and functioned as the Beebe Clinic from
1939 until 1987. Dr. Nathan L. Beebe was also a noteworthy citizen. McWilliams gave
a brief background on Dr. Beebe as well as on the architectural details of the structure.
McWilliams commented that the property retains excellent integrity. While definitely
eligible, at the owner's request, the garage is not included in the proposal to designate
the property. Staff recommends approval.
McWilliams stated that there were some condition issues with the property. The first
concern is that the concrete and brick front steps are spauling and the mortar is
crumbling or missing. Barker commented that the bricks have been previously reset
and that the steps are concrete with a brick face. The second concern is the state of
the original steel casement windows. Barker stated that the asbestos was in the
window glazing only. The owner's intent is to update the windows by reglazing and
resealing them. The windows are a unique feature to the property. According to
Stoner, the roof is in good shape and commented that it was replaced in the mid-90s.
Stoner asked questions of the Commission regarding its process and procedures

Dix made a motion to recommend the Beebe Clinic, 605 South College Avenue,
for Landmark Designation. Shuff seconded the motion. The motion passed
unanimously with a vote of 6-0.
201 Linden Street, Linden Hotel — Rehab 2Id and 3rd Floor Windows —
Conceptual/Final Review — presented by Carol Tunner. Aguilera dismissed her post
as an LPC member and filled out a conflict of interest form. Aguilera was the selected
architect for the Linden Hotel windows project. Tunner introduced Dave Veldman, the
owner of the third floor and Kevin Murray, the contractor. Tunner gave a brief
background of the property and noted that the intent was to repair the existing windows.
Aguilera submitted a window survey and stated the majority of the windows were in
good to fair condition. It was more cost effective to repair the windows rather than
replace them. According to Tunner, staff recommended repair.
Murray described the history of the building and the windows.
PUBLIC INPUT: None.
McGee made a motion to approve the proposal as submitted. Donahue seconded
the motion. The motion passed unanimously with a vote of 5-0.
Aguilera rejoined the meeting as an LPC member

Joe Frank, Director of the Advance Planning Department, presented an overview of
Budgeting for Outcomes. He described the Advance Planning offers, particularly #324
which recommends that the city, through the LPC, take on the State Tax Credit review
function in 2006 for commercial properties.
