Citizen Review Board Meeting
300 Laporte Avenue
September 21, 2005
Present: Dennis Baker, Brian Carroll, Harry Edwards, Dave Evans and Maria Martinez.
Absent: Monica Garcia and Becky Richardson.
Staff: Lt. Jim Broderick, Sgt. Dave Pearson, Greg Tempel, Assistant City Attorney, and Wendy
Hartzell, Secretary
Public: Diggs Brown, Council Member, Elaine Boni, HRC Member.
The meeting was called to order at 6:10 p.m. by Chair Dave Evans.
Absences: Monica Garcia submitted written notice. No notice was received from Becky
Richardson.
Voice Mail: No messages.
No public comment.
Minutes:
August 17, 2005, Minutes — Harry Edwards made a motion to approve the minutes with the
addition of the adjournment time of 9:30 p.m. Marla Martinez seconded the motion. There
was no discussion and the motion passed 5-0.
New Business:
Visiting Council Member and CRB Council Liaison Diggs Brown Introduced himself and thanked
the Board members for their efforts.
Academy Training of Interest — Lt. Broderick reviewed various Academy training sessions that
are available to members. He asked that members contact him or Sgt. Tower if they would like to
attend a session. Generally, classes are held at the Midpoint Drive Range from 8-5 p.m. unless
otherwise noted. He suggested the most beneficial training would be Arrest Control Techniques
or the Practical. The OC session is also interesting.
Brian Carroll asked about past training from a sociology professor at CSU. He said the professor
presented to the Board regarding the history and role of Police in today's culture. He stated
Police Services has offered excellent training to the Board, and it is important that the Board
receive training from sources outside Police Services as well. He had thought this training would
be offered annually for new members. Greg Tempel clarified that the ordinance provides that
new members "attend and complete such training as may be developed by the City Manager,
upon consultation with the Chief of Police and the Health and Safety Committee of the City
Council." He stated the Health and Safety Committee has since been dissolved. Dave Evans
offered to follow up with CSU Police Sciences Department. Dave Evans stated that some faculty
at CSU might be willing to present to the Board but he thought some may have their own
personal agenda to promote. Brian Carroll stated that the past training received from the
professor was academic In nature. Harry Edwards stated that it may have been one of the
professors who teach undergraduate law enforcement offered at CSU. He said he reviewed the
text for one of the classes and thought It was worthwhile and not a slanted representation. He will
find out which class and instructor and let Dave know. Brian Carroll stated again that the Board
receives good training from Police Services but suggests a balance in training from an outside
source. There was discussion about possible trainers. Maria Martinez stated she would be
interested in training regarding the affect Homeland Security regulations have had on policing. Lt.
Broderick stated that these regulations definitely Impact training and the department's ability to
receive federal funding. Sgt. Pearson stated that basic training has not been affected as that is
still the right and responsibility of the local agency.
Dennis Baker stated that due to a scheduling conflict, he will be unable to attend the Citizens
Police Academy. Dave Evans stated that it is not imperative that Board members attend,
however, it is a very helpful course and would be beneficial if he could attend in the future. Harry
Edwards also commented that it is a worthwhile experience.
Varieties of Civilian Oversight - Lt. Broderick distributed a handout from the National
Association for Citizen Oversight of Law Enforcement, which he stated was a good summary
document of strengths, weaknesses, and functions of various oversight models. Dave Evans
wondered whether they had a speakers' bureau and that he was aware that Denver has been
struggling with creating their board. Lt. Broderick was unaware if a speakers' bureau existed but
did mention that Fort Collins CRB could become members if the Board so desired. He also
extended again an invitation for members to attend their national conference. Brian Carroll stated
that he had spent quite a bit of time talking with the chair of the board. Dave Evans said he would
look into it. Maria Martinez mentioned that Denver has an internal auditor and wondered how that
person was chosen. Lt. Broderick stated they hired someone from Oregon who is nationally
known and respected. He stated some communities have boards who oversee cases and others
have auditors who oversee the process.
Pending Cases — Review of Case #2005-04 was scheduled after the general meeting. An
extension will be needed for Case #2005-06. Subcommittee names were drawn for 05-06 as
follows:

Old Business:
Lt. Broderick stated that DVD copies of the August 17 training will be made available to those
who were unable to attend.
Lt. Broderick stated that Work Plans are due to the City Clerk's Office by November 30. He
suggested including Brian Carroll's concerns about Board training in the Work Plan. Dave Evans
will look at last year's version and send it out to members.
Adjournment: Dennis Baker moved to adjourn the meeting. Harry Edwards seconded the
motion. There was no discussion and the motion carried 5-0. The meeting adjourned at
6:57 P.M.
