Guests: Lisa Scnell — First Call Julie — Fort Collins Housing Authority Motion: to approve the April 2005 Regular Meeting Minutes by Susan, seconded by Joan Susan's e-mail corrections p2. `respond to threats" does not convey Darin's remarks accurately, correct wording Approved, as amended, by voice vote Julie — Fort Collins Housing Authority Presentation (handout was given) (Part of the presentation covered the authority's program to help people purchase housing instead of renting.) How do participants pay for the mortgage? Through the same subsidies. The same cap applies as with rental program. There are currently 6 empty units in the area, could they be filled? Will the city's budget cuts effect this program? Cuts will be to the section 8 voucher program. Steve: Is it hard for a single person to qualify for this program? Is it more geared for families? Julie: Single individuals can apply as well. City of Fart Collins Advanced Planning office has a down payment assistance program. For one house, for a single person with a disability was able to get $30,000 down with all the various programs they qualified for. Video from ASI - Letter from Nancy Jackson about accessible spaces. She requested that we write a letter supporting Mr. VanderShaaf from ASL ASI is looking to build independent living housing in South Fort Collins. Units are 540 square feet or 820 square feet, roll in showers and other accommodations for people with disabilities. ASI has a process and does their own thing. As such, they don't usually include their target community in the planning and development process. They will try to get an 811 grant from MUD. They will also ask for a significant chunk of our [the housing authority's] resources. They can aid up with 24 hour staffing if residents are willing to layer their Medicaid hours. Transportation is likely to be an issue since there is no Transfort service to south Fort Collins. Susan: I urge everyone to write a letter. Mark: What about the COD. Steve: Should we write a letter as well? Mark: It Needs to be faxed by tomorrow. Julie: The HUD application is probably due May 241". Motion: to write letter to support the project with stipulation that transportation is a part of it. By: Mark, Seconded by Laura Julie: I don't know if the HUD application is site specific. So, if another piece of land became available, they would likely use that if they decided it was better. It is better to have the facility and no public transportation? Julie: Bring the transportation concerns up when they apply for city funding (August). Amend motion to strike transportation stipulation. We can write a separate letter expressing our concerns as well. Is there competition for the city's funding? Julie: Yes. There are other projects. Action: Susan will write the letter on COD letterhead and send it to Mark and fax it. Can these units accommodate families? Julie: Just 1 or 2 bedroom, I don't know about any restrictions. Motion passed by voice vote Inspiration Playground The plans are moving ahead for the playground. The Colorado Eagles (Hockey Team) Foundation agreed to match community donations up to $250,000. They have put together a presentation and will give the presentation at the July meeting of the Commission. They are also looking for volunteers to help give the personal testimonial portion of the presentation. Melinda: Get Respite care involved! Can we use the art show contacts to get people involved that way? Letter from COD to Scott Doyle thanldng him for doing the vote centers Motion: write a letter to Scott Doyle thanking him for doing vote centers by Susan Not seconded Mark: We should encourage the county Department Motor Vehciles Clerk's office that when they give out handicapped licenses to also give related information. Approach office and see if they already do anything like this. Motion: To approach county DMV and see if they would give out educational materials about handicapped parking when they name a handicapped parking permit by Susan, seconded by Laura Approved by voice vote Steve made a CD with all the materials from the Art Show. National Organization on Disability Susan: NOD application from Pasadena. We need to spend between now and September 1 to gather information to put in the application. There's some research that needs to be done. Action: Commission to gather information to include in the NOD application. Melinda: We can assign out the parts of the app. to members of the commission to get information that we can use on the application. Mark: Last time the application was put together by me [the chairperson] and the Mayor filled in more and he had good ideas. The application is due October 12, so get everything together by Sept I then well have time to put it all together. Motion: to adjourn by Melinda, seconded by Joan Adjourned 1:40pm
