HomeMy WebLinkAboutAffordable Housing Board - Minutes - 09/07/1994AFFORDABLE HOUSING BOARD MEETING MINUTES September 7, 1994 The meeting of the Affordable Housing Board was continued at 4:20 p.m. in the Community Planning Conference Room, 281 North College Avenue, Fort Collins, Colorado. AHB members present were Chairperson Mary Cosgrove, Tom Sibbald, Robert Browning, Susan Nabors, Joanne Greer, and Craig Welling. Staff members present were Ron Philips, Ken Waido, and Mike Ludwig. The CARE housing fee deferment application is not an issue that can be addressed by the Board and was passed over. The "Development Impact Fee Rebate Program for Affordable Housing" document was discussed. The salient points discussed regarding the guidelines: Tiers of median income may be mixed within a project. There is no compliance until after the rebate has been paid. It is unclear whether noncompliance, with or without reimbursement of the fee, will have an impact upon future applications. The Board expressed a desire to have an item entered that applicants or principals of applicants subject to a prior compliance failure would be subject to a case -by -case review in regard to any further applications. Raw water fees are not treated consistently. IV(D)(1) - HUD should be named as the source of the median income survey. Timing of the receipt of the HUD report versus its effective date was discussed. Discussion was held concerning the aspect of rewarding for building units versus providing stimulation to build units. If federal program funds are used for fees, making fees not subject to rebate under the guidelines, that fact may be difficult to determine by staff. HUD considers fee rebates to be program income. CDBG grant applications must specify how funds are to be used. V(B)(8) - The 30 percent figure may not be reasonable in a typical setting and as insurance rates increase. A 38 percent figure was suggested. The possibility of setting funds in reserve for an applicant was discussed as an outgrowth of discussion concerning eliminating for -profit projects from fee reimbursement. Discussion was held as to whether costs of administering compliance exceeded the funding to be returned as a result of enforcement. IV(F) - Apartment sizes are too small. Discussion was held concerning the background of the numbers reflected in the document. The Board recommended that the following numbers be used: 0 BR - 350 SF; 1 BR - 500 SF; 2 BR - 700 SF; 3 BR - 1,000 SF; 4 (and above) BR - 1200 SF. V(B) - Once home ownership records are audited, they become public record. A provision is. needed to ensure that they stay confidential. AHB Minutes September 7, 1994 Page 2 V(B) - An Item 9 should be added that the purchaser shall agree to retain the unit as the purchaser's primary residence. VII(B)(1)(g) - Should this provision come into effect, the owner is in compliance until the end of the renter's lease, at which time the unit is made available to a qualifying tenant. It should be clear that the unit is to remain vacant until occupied by a qualifying tenant. Disclosures paragraph: An interest rate should be specified. A suggestion was made for interest at a five-year Treasury bill plus points. IV(C) - after "program funds" add the words "administered by the City of Fort Collins." Moved by Ms. Nabors, seconded by Mr. Sibbald: To adopt the Development Impact fee Rebate Program for Affordable Housing" as amended by Board discussion and notes made by staff on recommended changes. Discussion was held. Motion passed with one dissension. Discussion was held concerning the roles of staff, the Board, and their relationship to each other and Council. Various preferences were discussed concerning those roles and the means of defining and determining affordable housing. These issues should be made a future agenda item. Ms. Nabors moved adjournment, seconded by Mr. Welling. Upon a unanimous vote, the meeting adjourned at 6:30 p.m.
