I. Call Meeting to Order:
Meeting was called to order at 1:41 P.M. by Chair, Mike Buderus.
II. Approval of Minutes:
John Roberts made a motion to accept the minutes, Maxine Yankey seconded the motion.
The minutes were accepted.
III. Citizen Participation:
IV. Correspondence:
Mike received a notice from Steve Roy, City Attorney, stating all business meetings
of City Board and Commissions need to be posted.
Minutes were received from the Loveland Advisory Board.
Report from the annual Legislative Breakfast hosted by LCOOA was received. Mike
will review and give report next meeting. The packet will be placed in SAB mailbox
to be reviewed by Board members.
V. New Business:
A. 2003 Work Plan — John Roberts suggested that the revised 2002 Work Plan be
reformatted and submitted. Eileen Hendee agreed to take on this responsibility.
Note: Dean Miller said the work plan needs reference to pedestrian needs for senior
citizens. Mike Buderus attended City Council meeting and expressed concern SAB
has for that senior pedestrian have the right-of-way. Council thanked him for coming
and assured him it would be put on record.
B. Maxine Yankey made a motion to cancel the SAB business meeting for the month
of December. Dianne Heath seconded the motion. Motion was carried. There will
not be a December meeting.
C. December Party —The Senior Advisory Board party will be at the home of Mike
Buderus on Friday, December 13`s at 4p.m.. Everyone is to bring an hors d'oeuvre to
share. The address is 181 Camino Real.
VI. Old Business:
A. Marcile Wood Award — The deadline for nominations is November 15d'. Mike will
check with Jim Downey to make sure this has been done.
B. Chili Cookoff Recap — John Roberts reported that few SAB members showed up;
however, the members who did participate were very enthusiastic. The SAB chili
won "People's Choice" and 2°d place for best red chili. Thanks to John for all his
hard work. A recipe was distributed to all.
C. Review Work Plan
1. Affordable Housing — Mike Buderus reported that there was not a meeting in
November.
2. Transportation — Florence Williams reported that City Manager John Fishbach
was quoted as saying "Mason St. Corridor project was one of our highest
priorities". Without it we will continue to depend on an overworked
transportation plan. Johnstown planning commission has unanimously rejected
the Interstate 25-corridor plan. Fort Collins Advance Planning Director, Joe
Frank, said that with or without Johnstown, the City of Fort Collins work to
implement the plan elsewhere would continue. Residents are pleased with the
widening of Taft Hill Road to four lanes. Senator Wayne Allard was given a
preview of the grand opening of the first phase of the transit center at CSU. CSU
officials are negotiating a new contract to take effect July 1, which may include
possible service charges, and fee increases for CSU students. Kay Rios noted that
she was very concerned that the Dial -A -Ride Board was used to advocate for
passage of the transportation tax on the local ballot. In fact, if these funds were
generated, they would have little effect on Dial -A -Ride or other sources of senior
transportation.
3. Senior Center Funding — Barbara Schoenberger reported that a current appraisal
of funding for the Recreation Division (which includes the senior center) was
published in the Sunday edition of the Coloradoan. It is reported that additional
cuts will need to be made during the next year. These are ongoing reductions in
financial support.
4. Media — Mike Buderus reported that a letter to the Coloradoan was prepared for
the Board by Kristen Glenn and left for review. John Roberts suggested two
additions be made before the letter is submitted to the Coloradoan. Mike will
make the corrections and submit the letter to the newspaper.
5. City Plan — John reviewed city Plan and stated that "seniors" and "senior issues"
are not mentioned in the entire plan. Mike Buderus attended a recent City Plan
Update/Transportation Master Plan Update Citizens Advisory Committee Public
Meeting representing the Senior Advisory Board. Mike included many issues that
the Board has been discussing in his comments to the Citizens Advisory
Committee.
6. Commission on the Status of Women, senior women's' issues — Dianne Heath has
the surveys collected from Grandparent's Day, Park Lane Towers, Bridging the
Gap Senior Network Luncheon and the annual AARP Conference. We will
contact George Kress, former SAB member, to ask if he is available to do an
analysis of the questionnaires.
7. Relationship with City Council — Mike Buderus attended a recent City Council
meeting to talk about transportation and pedestrian requirements for older adults.
Also requested better signage at the Harmony Medical Center. Barbara forwarded
the request to Mayor Martinez to have a social function with members of City
Council. Mayor Martinez indicated he would consider hosting such a function.
8. Relationship with Mayor Martinez — Mike Buderus met with Mayor Martinez to
give him an update on the SAB activities for the last quarter. They discussed
meeting with the City Council members for a social at the Senior Center. Some
Council members may have never been to the Senior Center and this would allow
them to understand how valuable the Senior Center is for the community.
Barbara will check the calendar for January and try to find 2 or 3 dates and times
for this proposed get together. The SAB will send personal invitations to each
Council member after the date is selected.
9. Recruitment of SAB members — Karen Bryner called Karla Smith at the City
Clerk's office and found out that there are two applicants for SAB. If needed, the
City will advertise again.
10. Bridging the Gap — John Roberts made a motion that Jim Downey be named
chairperson for the 2003 Bridging the Gap Senior Network Luncheon that will be
hosted in Fort Collins. Eileen Hendee seconded the motion. The motion was
carried.
VII. Other Business
1. Kay Rios reported the performance schedule for Open Stage. This performance
season, the Open Stage will provide two for one tickets for seniors. Vouchers
were distributed to SAB members to distribute to older adults that may be
interested. Open Stage will also include a number of matinee performances for
each play.
VIII. Liaison Reports:
A. LCOOA — C. Dean Miller reported on details of the last meeting.
• State funding to the OOA has dropped 33 percent.
• New Service Guides were distributed.
• Updated Housing Lists were presented which includes Assisted Living,
Independent Living, Subsidized housing and Nursing facilities.
• Stacy Duenwald is coordinating the Centenarian Program.
• The four to six-plex VOA units are being reviewed for senior accessibility.
• There has been an increase in the number and severity of ombudsman complaints.
Increase seems to be due to the increased visibility of Ombudsman in the
community and a more educated and vocal consumer base.
Kay Rios added that the OOA is taking respite care away from CCN Caring Hearts &
will do it in-house. Apparently, they will eliminate home assessment & will only
assess over the phone.
B. Ombudsmen - Florence Williams reported that a review of government documents
and court records indicates hundreds of elderly patient residents in nursing homes are
"dying of neglect." Most deaths caused by neglect traced to caregivers on which
elderly rely on for food, liquid, and turning them to prevent life threatening sores.
Investigators and researchers say with more than 500,000 nursing home deaths, it lists
starvation, dehydration or bedsores as the cause on 4,139 death certificates.
C. Aspen Club —Eileen Hendee reported the results of 10,000 step challenge (14 week
activity program using pedometer):
• 92% of participants reported that the pedometer made them more aware of
their activity level.
• 74% of participants said the pedometer encouraged them to be more active.
• 65% of participants reported feeling healthier.
• Average steps/week increased 31 %.
Alzheimer's Association, Aspen Club and Columbine are co -sponsoring a program
Saturday morning, "Is it Alzheimer's? Do You Know the Warning Signs?" The
Program will be at PVH from 8:00 — noon.
C. Senior Center — Maxine Yankey reported on several events held at the Senior Center
including: Women's Gathering was a great event, Home Front Show was well received,
and the Friends of the Senior Center Wine & Cheese Social had a good turnout.
IX. Adjourn at 3:27p.m.
The Executive meeting will be held Tuesday, November 19, 2002 at 3:30 P.M. at the Fort
Collins Senior Center.
Next meeting will January 8, 2003 at 1:30 P.M. at the Fort Collins Senior Center, 1200 Raintree
Drive.
