SUMMARY OF MEETING: The Charles and Minnie Bock House and Carriage
House at 623 W. Mountain were withdrawn from the agenda. The A. M. Woods
House at 315 E. Olive was recommended for Landmark Designation.
CALL TO ORDER AND ROLL CALL: Commission called to order with a quorum
present by Chairman Bud Frick at 5:30 p.m. at 281 N. College Ave., Fort Collins,
Colorado. Commission members Agnes Dix, Heather Donahue, and Earen Russell
were present. Angie Aguilera and Alyson McGee were excused. Ian Shuff was absent.
Karen McWilliams represented staff.
GUESTS: Kevin Murray of Empire Carpentry.
AGENDA REVIEW: Karen McWilliams reported that the landmark designation of the
Charles and Minnie Bock House and Barn at 623 W. Mountain Avenue was removed
from the agenda at the request of the owners.
APPROVAL OF MINUTES: No minutes were submitted for approval.
PUBLIC COMMENT: Chairman Bud Frick asked if anyone present wished to address
items within the purview of the Commission that were not on the agenda. There were
no comments.
STAFF REPORTS: Ms. McWilliams reminded the Commission that they need to
respond to Carol Tunner regarding their attendance at the Colorado Preservation, Inc.
(CPI) conference in February. Earen Russell will attend the entire conference, while
Agnes Dix will try to attend for one day. Heather Donahue stated that she will be unable
to attend.
COMMISSION MEMBER REPORTS: Earen Russell reported on the National
American Society of Landscape Architects (ASLA) conference she recently attended in
Fort Lauderdale, Florida. Ms. Russell attended a number of historic preservation talks
on landmark preservation and preservation of mid-20th century designed landscapes.
DESIGNATION:
315 East Olive Street, A. M. Woods House — presented by Kevin Murray, Empire
Carpentry, on behalf of Gwen Robe, applicant and owner.

Staff recommends Landmark designation. The A.M. Woods House at 315 East Olive
Street is significant to Fort Collins under Landmark Standard (3) as a good example of
the locally rare Colonial Revival architectural style. The home is also significant under
Standard (1) as one of the oldest dwellings existing in Fort Collins. The footprint of the
property has not changed significantly since repair work done in the 1940s. The
property is listed on the National Register of Historic Places and State Register of
Historic Properties as a contributing element of the Laurel School National Register
District.
For structural integrity, the owner would like to consolidate the rooflines on the 1940
rear addition and an earlier rear addition, resulting in a continuous shed roof. In
addition, the owner proposes to add a new cover to the west elevation entry, to provide
protection from the elements; create an addition to the side wing by bringing it forward
toward street elevation by a few feet; and extend the existing rear addition to the rear by
approximately two feet to set it on a solid foundation (currently the rear addition is
"floating" on a concrete pad). The owner is also proposing the addition of a two bay
garage at the rear of the property at a later time.
Mr. Frick reminded everyone that all discussion of alterations, additions and new
construction is for information only. The owner's proposed changes still must go
through conceptual and final design reviews; rather, the Commission is to consider the
property's eligibility for landmark status given the proposed modifications.
Public input: none.
Agnes Dix moved that the LPC recommend the property at 315 E. Olive for
landmark designation. Heather Donahue seconded. The motion passed
unanimously, 4-0.
OTHER BUSINESS:
Kevin Murray asked the LPC for building alteration guidance regarding the types of
changes the LPC generally approves. A discussion ensued. Mr. Frick cautioned that
the Commission typically would need photographs and additional details. He also
stated that work on the rear of a building is generally easier to approve thanwork to a
building's primary elevations.
