Gary and Eric are students from a land use class at CSU. They are interested in observing the
public process, especially with regard to City Plan and transportation issues.
Convene
Chairman John Fooks called the meeting to order at 4:40 PM.
Approval of Minutes
The minutes of the 19 August meeting were approved as written.
Review of Action Log
The Board reviewed and revised the items (revision attached).
1. Board members have each returned their Air Quality Policy Plan checklist to John Fooks.
2. Pete Perkins reported that he has found three potential consultants to help with the benchmark
study.
4. Susan Caplan provided Findings and Recommendations from the Congestion Management
Plan at the 16 September meeting
5. Tom Vosburg summarized the Congestion Management Plan, the Master Street Plan and the
Master Transportation Plan at the 10 September retreat.
6. Susan Caplan provided copies of the City Plan document at the 16 September meeting
8. Susan Caplan included retreat materials in the September packet.
9. Susan Caplan included the VMT issues from the joint chairs meeting in the September packet.
Election of Officers
Eric Levine will head a nominating committee.

Committee Reports
Clean Cities Committee
Susan Bilo reported that Clean Cities is a Department of Energy program in which cities are
voluntarily designated as supporting the availability and infra -structure of alternative fuels.
Linda Devocelle, from the Natural Resources Department, is the program coordinator. The City
of Fort Collins, together with Larimer County, Weld County and Rocky Mountain National Park,
were designated in the Clean Cities program last May. Susan will show a short video on the
program at the 21 October meeting.
Radon Committee
Brian Woodruff reported that the remaining "sticking points" are whether to require installation
of mitigation in new construction and whether to require testing. The committee supports
providing information on radon health risks, mitigation and testing. In mid to late 1997, the
National Academy of Sciences will issue a definitive report reviewing existing literature on
radon health risks. Some committee members think further action should be suspended, pending
issuance of the NAS report. The committee will draft a response to Council it the next
committee meeting and will decide then whether to wait for the NAS report
The Board discussed the NAS report, the need to address radon in rental units, building code
changes, the determination of radon mortality and radon testing standards. Ray Sons suggested
that Natural Resources staff draft radon ordinance language, then hold implementation until the
committee has had the opportunity to analyze the NAS report.
Old Business
1. City Plan - Principles and Policies
Brian Woodruff handed out the draft to the Board members. He reported that the purpose of the
document is to gather all land use policies together into one document, enabling the policies to be
easily found, and changed if needed. The final draft is scheduled for adoption by the Planning
and Zoning Board on 07 October 1996.

meeting on Monday- 23 Selgember. from 430 to 6,30, Eric Levine mill list major changes in the
transportation program. The Board will forward my comments on City Plan to Advance
Planning by 07 October.
New Business
1. CO Augmentation
John Fooks expressed his concern that VMT is not a good indicator of CO. He also found
remote sensing more effective that I/M at reducing automobile emissions, and was concerned
that the MOBILE emission model over -estimates CO emissions.
Brian Woodruff suggested that the Board could approach this issue by reviewing the Air Oualijy
Polices, and by convening an I/M study committeeThe board was interested in hearing
from Doug Lawson about MOBILE and from Gegy Illegher about the effectiveness of I/M
and remote sensing.
