Radon Committee - Linda Devocelle
The Board decided that Dave Gallup would represent the Board at the radon Council sessions on
18 February.
SIP Committee - Pete Perkins
Pete Perkins reported that the committee wished for more time to work on the redesignation
process.
It was moved that the Board recommend that the City Council ask the APCD for more time to
perform the CO redesignation.
The motion passed 6-1-0
Susan Bilo dissented, saying that delaying the redesignation was akin to drawing workman's
compensation benefits after recovering from the injury.
Teen Tobacco Use - Dave Gallup
Dave Gallup mentioned the possibility of endorsing Council efforts to establish smoke -free zones
outside of City buildings. After some discussion, the Board decided to consider the matter at a
future meeting.
Old Business
1. Proposed AQ Standards - Lucinda Smith
Lucinda asked the Board to consider commenting on the EPA's proposed standards for ozone,
PM-10, and PM-2.5.
OZONE
The EPA proposes changing the averaging time for ozone from 1 hour to 8 hour, and lowering
the concentration from from .12 to .08 ppm. The change in averaging time would tend to
overlook acute exceedences. Brian said that the highest ozone levels are downwind from a city,
not within a city. He felt the proposed standard was probably slightly stricter. Harry said
strictness cannot be evaluated without calculating the integrated dose (a function of amount of
pollutant and time of exposure).
PM-10
The EPA proposes changing the trigger value from the 4th highest over three years to the 98th
percentile. This translates to the second highest for Fort Collins, but the 7th highest for Denver.
Brian said Fort Collins would not be directly affected by the new standard. Eric felt that the
proposed PM-10 standard would help in the east but hurt in the west.
PM-2.5
The EPA proposes including PM-2.5 for the first time. The proposed standard is not intended to
protect visibility in the west.
The EPA further proposes dropping the altitude correction for PM-10 and PM-2.5. The effect for
high -altitude communities like Fort Collins has been estimated at from between 10 and 20%
higher allowed concentrations.
It was moved that staff would draft a memo to Council from the Board advising the Council to
support standards protective of local and regional air quality, while acknowledging that the
effects of the proposed standards are not clear.
The motion passed S -1-0
Harry dissented, saying that he was not adequately informed.
