MARCH 27, 1997 For Reference: John Fooks, AQAB Chair - 229-5225 Will Smith, Council Liaison - 223-0425 Brian Woodruff, Staff Liaison - 221-6604 Board Members Present Susan Bilo, Pete Perkins, Harry Edwards, Raymond Sons, David Gallup, John Fooks, and Nancy York (until 6:00 p.m.) Board Members Absent Eric Levine and John Scanlon Staff Present Natural Resources Department: Sally Maggart, Brian Woodruff Guests The meeting was called to order at 4:40 p.m. Approval of Minute With the following changes, the minutes of the February 27, 1997 Regular Meeting were approved as written. David Gallup noted the omission to his comment in the motion on Page 4. He added "solely on the basis of the provisions in City Plan". John Fooks noted that on Page 6 the discussion item for the next meeting's agenda should read smoke free zone "outside" municipal buildings, not "inside". Review and Update Action Log See attached. ACTION ITEMS Air Quality Advisory Board March 27, 1997 Page 2 AB Regular Meeting Date It was decided to meet on the fourth Wednesday of every month starting at 7:00 p.m. The next meeting will be on April 23. Meeting room to be determined. Smoke -free Zones David Gallup explained that his proposal is to designate smoke -free areas immediately outside entrances to municipal buildings where people tend to congregate. He cited American Cancer Society statistic's regarding exposure to environmental tobacco smoke. Gallup said that environmental tobacco smoke is a direct risk to children at places where children are encouraged to go, e.g., library, Lincoln Center, and sets a poor behavioral example to children. He added that smoke gets sucked into buildings and into ventilation systems; he proposes a fifty -foot buffer smoking zone away from building doors. Pete Perkins said that it would be difficult to control a twenty or a fifty foot rule. He added that he supports a total no smoking zone, inside and outside. John Fooks said that he has empathy for smokers but he felt it would be more enforceable if a smoking zone was designated. Gallup responded that he felt that approach would still facilitate addictive behavior. Raymond Sons asked if there are other cities, aside from Davis, CA, doing this. Gallup responded that there is no clearinghouse, but probably twenty or thirty major cities are doing this. Brian Woodruff thanked Gallup for the material. He questioned how this fits into the smoking ordinance. He said that he has heard suggestions to update it and the Board had considered putting it in the Air Quality Plan. It ended up being put with other indoor air quality issues to be written in an air quality issue paper coming out this fall. Woodruff asked if conflict would be created if this were added to the existing ordinance. Gallup agreed to the update of the ordinance Harry Edwards noted that, based on discussion, he is not sure this is ready to be recommended to Council. Gallup said that he wanted to initiate dialogue and bring the issue to the front as an opportunity to make progress in public health. He added that he will follow through next month and provide more information on other cities. Fooks asked if the City can have a policy without an ordinance. Woodruff said that he will research what it would take to make a City policy and report back to the Board. AOAB Workplan Fooks reviewed the revisions to the work plan. The following changes were made:1) Combine SIP v • Air Quality Advisory Board March 27, 1997 Page 3 and Redesignation; 2) Move City Plan air effect monitoring report to May; 3) Change Action Plan to Quality Plan and move recommendation to May; and, 4) Add new line for Air Quality Action Plan. Woodruff distributed the AQAP 1997-1999 Work Schedule. He noted that the budget process starts in May. He distributed the budget timeline and how the AQAP needs to be adjusted to get in synch. He explained that an abbreviated process might be better and put the major focus on the 2000 and 2001 plan. Edwards asked how the Board will know when enough has been done on the radon issue. Fooks responded that if the radon ordinance proves indicators have been met, that is success. Woodruff added that the Air Quality Plan calls for continual improvement and Council is in the driver's seat to say when enough has been done. Woodruff will return with more information at the April meeting. Woodruff noted that the Work Plan omitted the reference to the indoor air quality issue paper that staff has scheduled for fall. Input from the Board is desirable in September. Also, the New Source Review project will need Board input in June, with a recommendation in September. AQAB/T-Board Coordination Woodruff reported that he has talked with Tom Frazier, staff liaison for the Transportation Board. It was agreed to exchange minutes and agendas and when making a recommendation to Council on issues of common concern, share information. Paul Valentine, Transportation Board Chair, is willing to meet with John Fooks to coordinate the boards' work. It was suggested to form a subcommittee of three from each board to look at work plans and track things of mutual interest. Nancy York noted that traffic growth and driving distance seem to be the big issues. Since we lost out on the transit plan, we need to come up with something beneficial to the community. Edwards suggested coordinating with the Planning & Zoning Board in order to persuade them that a good development plan includes reducing vmt through the construction of activity centers and shopping facilities. Susan Bilo suggested making a Clean Cities presentation to the Transportation Board and having "champions" on each board to share information. Fooks noted that the Board is in the process of working on non I&M inspection issues and has not received any interest from the Transportation Board. There has been a higher level of participation from community members with interest in the issue. Air Quality Advisory Board March 27, 1997 Page 4 Woodruff reminded the Board that the AQAB has been charged to coordinate with the Planning & Zoning and Transportation Boards. He suggested sending a letter to the Transportation Board and P & Z Board inviting them to send a delegation of two or three members to discuss work plans and coordinate activities on matters of common interest. Woodruff will arrange through Greg Byme's office for a combination joint chair and delegates meeting in May. City Budget Preparation Fooks said that he would like to put something together related to the pros and cons emerging from the election and is appealing for more time. Woodruff said that the deadline for input is tonight. Woodruff asked for recommendations. Edwards asked if there is adequate staffing. Woodruff responded yes, for the existing action plan. Gallup noted that the non -testing I&M Committee will have $200,000 in equipment recommendations. Woodruff said that lobbying help would be needed for that. Boardmembers decided to request funding for the radon mitigation program, continue supporting infrastructure, alternate transportation, benchmarking and avoid having to bring back the transportation maintenance fee. Woodruff said that he would inform the City Manager's office about the Board's budget discussion. INFORMATION ITEMS Electric Vehicles and Clean Cities Deferred to the April meeting.
