HomeMy WebLinkAboutWater Board - Minutes - 03/20/1981MINUTES REGULAR WATER BOARD MEETING March 20, 1981 MEMBERS PRESENT: Norm Evans, Ray Anderson, George Wallace, Tom Moore, Bernie Cain, Tom Sanders (alt.), Chuck Turner (alt.) STAFF PRESENT: Mike Smith, Dennis Bode, Jim Hibbard, Curt Miller, Ben Alexander, Steve Olson MEMBERS ABSENT: Ev Richardson, Harvey Johnson, Glen Johnson, Henry Caulfield, Ward Fischer In the absence of Ward Fischer, the meeting was called to order by Vice - Chairman, Norm Evans. The following items were discussed: Minutes Approved. Raw Water Policy Dennis Bode circulated copies of a resolution from the North Poudre Irrigation Company stating the Company's desire for the City to continue accepting North Poudre water in fulfillment of City raw water requirements. Dennis, who had attended the North Poudre stockholders meeting, explained that North Poudre felt that the right of stockholders to sell their water rights should not be interfered with and that North Poudre did not feel that City use of North Poudre water would interfere with the operations of the Ditch Company. Following discussion of these matters, Tom Sanders moved that the question o acceptance of North Poudre water stock be tabled until the next meeting wher more Board members would be present. After a second by Chuck Turner, the motion passed. Rental Rates A memo from Dennis Bode pertaining to rental of water rights to area irric had been enclosed with the packet circulated to Board members. The avails bility of water for rental, the availability of water from Joe Wright Res and Michigan Ditch, and the rental rates to be charged were discussed. E Cain moved for acceptance of the rental rates proposed in the memo and CI Turner seconded the motion. The motion passed and will be forwarded to Council. Out -of -City Service Request Jim Hibbard presented a request for Joe Emmons north of the City limits. Bernie Cain moved to deny service to motion. The motion was passed. Committee Reports City sewer service for land owned by Staff recommended denial of the reques this land and Ray Anderson seconded the Staff was requested to compile a list of Committee assignments. Bernie Cain reported that a Committee of staff members, two City Council members and he, representing the Water Board, had negotiated a contract with the East Larime County Water District and the Boxelder Sanitation District regarding a merge of these Districts with the City. The contract, as circulated to the Board provided for creation of an advisory Committee to coordinate the actions of the Districts with those of the City for the next two years. The Committee is designed to pave the way for any future mergers. Following discussion of the Committee a motion was made by George Wallace, and seconded by Ray Anderson, that Bernie Cain be named as the Water Boare representative on the Advisory Committee. This motion passed. New Business George Wallace relayed an invitation from Harlan Seaworth to the Water B, and the Staff for a tour of North Poudre Reservoir Number 6 on March 25, at 1:15 P.M. Several members of the Board expressed interest in attend! George Wallace brought up for discussion the bill before the State Hous Representatives titled "A Bill For An Act Concerning the Cache La Poudr Development Study." He noted that there was to be a hearing on the bil March 23rd. A motion was made by George Wallace and seconded by Tom S; stating: In light of recent newspaper articles with respect to the hearing on the Grey Mountain site study, as introduced by tt Agriculture, Livestock and Natural Resources Committee, the Council should send a letter to this Committee reaffirming original policy position which encourages a regional or bas study rather than a site specific study. This motion carried. Since there was no further business the meeting adjourned at 4:30 P. r �-I 14 0 NOTE: Subsequent to the Water Board meeting, Roger Krempel attended the hearings on March 23 before the House Agriculture, Livestock and Natural Resources Committee. He felt that the concerns of the City had been well represented, and that any letter from the City Council would not be required. At the next meeting of the Water Board, Roger will report on the status of the bill calling for a Cache La Poudre River Development Study. ..&(j2az Water Board Secretary
