MINUTES OF THE MEETING OF THE FORT COLLINS WATER BOARD HELD NOVEMBER 23,
1964 AT 7:30 O'CLOCK P. M. IN OFFICES OF THE WATER SUPPLY AND STORAGE
COMPANY AT 528 S0. COLLEGE AVENUE, FORT COLLINS.
Present: President Ward Fischer, Vice President Frank Ghent, Secretary
John Bartel, Mayor Harvey Johnson and Board Member Fred Feit. Also Present
were City Manager Robert Boos, Assistant City Manager Harold Lynch and
Assistant City Attorney Arthur March Jr.
Mr. Owen Moore of Boettcher and Company was present and after
considerable discussion it was unanimously agreed that bonds in the amount
of $3,200,000.00 payable in 20 years be offered for the proposed water
expansion program. Mr. Moore is to prepare a report and prospectus and
report to the Water Board at a later date.
After discussion it was agreed that J. T. Banner and Associates
present a revised schedule on water rates. As the rates are proposed
the income is approximately 123%. It is necessary to increase rates
slightly in order to maintain 125% take. Mr. Moore stated that with 12510
the City can hold its AA rating. The following letter was read at length.

Gentlemen:
We are pleased to submit herewith a proposal for Engineering services
for water facilities proposed for early construction as shown in our Report
on Existing Water Supply Facilities and Proposed Improvements for the City
of Fort Collins, Colorado, dated November 1961t.
It is contemplated that the propmed work will be divided into three parts
as follows:
I - Distribution System Facilities
II - Treatment Facilities
III - Repair, Enlarge and Cover Soldier Canyon Reservoir
• The Engineering Service to be performed in regard to each of these items
of work is as follows:
CONSTRUCTION PLANS
1. Make surveys, sub -surface investigations, tests, etc. re-
quired for plan preparation.
2. Furnish surveys, maps and legal descriptions for required
right of ways for the facilities proposed to be constructed.
3. Make final design of proposed facilities.
4. Prepare contract drawings, specifications, and contract
documents ready for securing bids for construction.
5. Prepare extimates of costs.
6. Obtain approval of drawings and contract documents from
City officials and State Health agencies.
7. Circulate bid information as widely as possible and assist
in securing bids, analysis of bids and letting contracts.

• SUPERVISION OF CONSTRUCTICN
8. Furnish one Resident Engineer for general supervision of
all construction work.
9. Furnish advice and consultation during all phases of con-
struction.
10. Provide control staking of the work.
11. Check shop drawings or other working drawings furnished
by the Contractor.
12. Prepare estimates of partial and final contract payments.
13. Furnish final inspection and operating instructions and
assist in the tune-up of equipment.
14. Prepare "as constructed" drawings on linen.
We propose to furnish the Engineering Services as set forth in items 1
through 7 above, for the various divisions of work, for fees as follows:
I. Distribution System Facilities - - - - - - - - -$441 000.00
• II. Treatment Facilities - - - - - _ _ _ _ _ - 64,000.00
III. Enlarge and Cover Reservoir - - 10,000.00
We propose to furnish General Managerment and Supervision covering items
8 through 14 for the lump sum of $25,000.00.

above, for a fixed fee of

President Fischer reported that the owner of the 1000 units
of Big Thompson Water refuses to sell at %is time and he had no to
report on the 200 units offered by D. R. Pullium.
The following recommendations were presented to the City Council
for consideration.
1. To buy any Good Water offered at the prevailing price of
$100.00 per unit.

• 2. Boettcher and Company be chosen as agents for the proposed
$322002000.00 20 year water bonds.
3. That approval of the Meadow Lark annexation be withheld
until the prorated share of Mountain and Plains water be offered to
the City.
4. That no annexation be accepted until the water offered was
approved by the Water Board.
Mr. Dick Betzing of Betzing and Company will be present at the
next meeting to discuss services to a proposed subdivision between
Fort Collins and Loveland on Highway 287.
With nothing further to be brought up at this time the Board
adjourned.
