4. Stream classifications of the Poudre and
Sprink Creek were discussed
with some of the following suggestions:

6. As far as district negotiations are concerned, no settlement has been
reached. The City has hired a firm familiar with utility evaluations to
do an appraisal answering the following questions: 1) haw much will
exclusion benefit and damage the districts? 2) what will. be the cost
because of exclusion? 3) what will. be the benefits and damages to the
CiLy?

7. 'There are a number of good applicants for Water Board openings. It
appeared to be the consensus of the Water Board that they should not
make recommendations about applicants. It was suggested that perhaps
a designation should be made between an essentially "citizen's"
committee and a Leclmnical advisory committee such as the Water Board.
It is particularly advisable for the Water Board to consist of members
who have had some background in water. Some present Water Board members
have objected to filling out applications initially and subsequently

8. Staff Reports: Regarding the memo from Curt Smith, Chief City Planner
(:sec mr.imr) for :impacL- on Ci.Ly Water Utility), following are sonK.

The final "proposed" City plan is out with the Water Board recommenda-
tions included.

checks some of our samples and we, in turn, check some of thoirs. The
Board voted to continue the double check of samples.
Tom rlays presented some background information on the budget. The Council
has put a lid on the amount- of reserves the Utility can carry. They can
be no greater than 250 of the year's expenses. The City is cutting back
on its burden to the Utilities. There have been rapid advances in the
C.i.ty's co:;L and accounting.

10. Miscellaneous Items Presented:
l.. The Department has finally secured the right-of-way for the Michigan
Di.Lch.
2. Tom Ilays reported that the Larorl-e Sanitation District was pri-
rnari..y an inE:il.traLi.on problem, and that we are trying L-o cut down
some of the load on the treatment plants.

4. The Industrial Cost Recovery Program has been instituted here.
This has been the controversial part of the Clean Water Act.
Port Collins was one of the first cities to comply, but so far.,
"They are returning all of our checks and we are keeping then

that the City has first- priority to receive PRPA Windy Gap Water,
3) storage is needed, 4) the reservoir can be rehabilitated at
considerable expense, 5) we are studying the capacity of the pipe,
and 6) considering the future .reuse and/or displacement of the water.
