Minutes from two previous meetings on June 15, 1979, and July 20, 1979,
were approved. Ward Fischer requested that the reference in the Minutes
of June 15, 1979, to the trade of Cameron Ditch (under item #8) be
struck fran the record.
Tan Hays, Assistant Director of Public Works and Water Utilities, pre-
sented a reoamendation for an adjustment of Plant Investment Fees.
The recommendation was to increase Water Utility Investment Fees by
10% with no increase in Sewer Utility Investment Fees. He also commented
that the tap fee was hard to project and that the cost can be extremely
high. Everett Richardson made the motion that the tap fee be deleted
and to also increase the Water Utility Investment Fee by 10%. Harvey
Johnson seconded the motion. The motion was carried.
At this point Dennis Bode made a presentation on the In -Lieu -Of Water
Rights. Roger Krempel, Director of Public Works and water Utilities
suggested that "in -lieu -of water rights has always lagged the market."
Dennis commented that most of our water stock is from the Southside
Ditch and Josh Ames Certificates, and that the City is the only one
who accepts Ditch Company Stock. Board Member George Wallace expressed
concern regard to protecting agricultural waters specifically per-
taining to accepting North Poudre Stock. Dennis Bode spoke of the
Longmont policy which requires 2 acre-feet of direct flow rights
plus 1 acre-foot of storage rights and they also have a cash in -
lieu -of water rights. Everett Richardson made the motion to in-
crease in -lieu -of water rights from $1600 an acre foot to $2000
an acre foot. Henry Caulfield seconded the motion. The Board was
polled and the motion carried.
Roger Kre pel reported on the Joe Wright Reservoir and Dam in that
the rim slide has opened up the and of the contract, in that what
should have taken two years to complete is taking three years to
complete. The remedial work to stop the slide was directed by the
U. S. Forest Service. He also expressed concern in that we are
"running out of season to get the job done."
Taff Hays presented an out -of -City sewer request at 1100 E. Lincoln
Avenue sutmitted by Harold S. Fisher. Staff recmuended approval.
A motion to provide service was made and seconded. Motion carried.
