AFFORDABLE HOUSING BOARD
Special Meeting Minutes
September 27, 2001

Members Present: Kay Rios, Isabel Garity, Billie Rosen, Jane Phelan, Bob Browning, and
Stacey Overton.
Staff Members Present: Maurice Head, Ken Waldo and Paul Eckman.
The board discussed the purpose and possibility of moving forward with the Competitive
Process. There was grave concern regarding conflict of interest. The original intended
make-up of the board creates this concern. Advance Planning staff referred to the city
code and possible liability of the City when articulating their concerns.
Kay Rios suggested a policy change, in which Affordable Housing Fund monies be
removed from the CDBG pot so that the Affordable Housing Board could create policies
for the use of AH money for programs such as the rehabilitating of mobile home parks and
impact fees.
There is also continued concern and strife regarding the impact of board member efforts in
this process.
Due to these 2 primary concerns, the board chose not to discuss their reports on the
programs requesting money as two members indicated a connection somehow to
someone affiliated with the applications. This legal concern, both personally and for the
city, as well as the question of board member impact led to a 3 to 3 vote to not go any
further with the process at this time. Kay Rios will draft a letter for CC noting this lack of
unanimity, the primary concerns of the board, and the suggested policy change for the
next meeting.
Letters were read.
Study session with City Council scheduled for 12/11/2001. All sub -committee members
and any available board members will attend.
