Staff members present: Joe Frank, Maurice Head, and Ken Waido Called to Order with a quorum present: 4:00 p.m. New Business Minutes: David McKelfresh accepted August minutes, Jane Phelan second, motion carried. Overview of the City's Priority Affordable Housing Needs and Strategies Report -- Maurice Head Staff presented information on the "Priority Affordable Housing Needs and Strategies Study"; to familiarize new AHB members with the policy directions outlined in this report. Six general areas were discussed: Pumose of the study — to be more "strategic' and "smarter" about how the City allocates limited financial resources for affordable housing and to serve as a policy guide for City Council, Boards and Commissions. Affordable housing terminology — household affordability for both renters and owners and definitions for the terms low income, very low income and extremely low income. Market information — costs to rent and own in Fort Collins with respect to specific income groups (30%, 50% and 80%) and what they can afford in the present market environment. Priority populations — community's highest priority need is to produce rental units affordable to households earning below 50% of AMI. Goals. policies and strategies — review of the housing goals in the Priority and Needs Study over the next 10 years, how City funds should be leveraged with other resources, and on average the City will provide $5,000 per unit (deeper subsidies for lower income projects.) Affordable Housing Board October 4, 2001 Meeting Minutes Page 2 Resources — available for affordable housing, as well as discussion of other affordable housing incentive and programs the City offers (Priority Processing, Fee Delay, Fee Waiver Development Plan and Sales Tax Rebate). The AHB was very interested in the information and asked several questions. Report on Interfaith Council Housing Committee -- Sister Mary Alice Murphy and Chadrick Martinez Research study is a result of no one group being able to help a family without sending them to multiple facilities. A trial was run in March of 2000. The complete report is in the handout for this meeting. The study includes 21 agencies and churches. Churches indicate that they were meeting 42% of requests while agencies met 20% of requests. There may be some duplication in this unmet need. • Employment Status of Those Requesting Monies: 33%unemployed, 38% employed, 4% disabled, 25% no answer • 40% of those requesting money have children; 35% without • Neighbor to Neighbor typically runs out of money in October leaving the 3 coldest months of the year without funds. • Lay offs at Agilent and HP are causing stain • National crisis has caused a decrease in donations to local causes, so there is even less money available this year. The Affordable Housing Board suggested one place for all money and processing as is done in Longmont and Broomfield. It is also good for church members to see the effect directly. The AHB could also support Neighbor to Neighbor for rental assistance. The AHB suggested they put in an application for assistance though the competitive process. Update on the Affordable Housing Nexus Study The report will be updated regarding needs and strategies and drafted in November. Affordable Housing needs and impacts will be identified. Old Business Kay Rios requested that Isabel Garity assume responsibility for drafting the letter to City Council. This letter was the conclusion of the previous special meeting.
